The Trump administration’s cuts to foreign assistance, including funds earmarked for independent media support, coupled with the defunding of US broadcasting services like Voice of America and Radio Free Europe, have created a vacuum that Russia is actively exploiting. Experts warn that these cuts represent a significant victory for Russia in the information war and leave Ukraine vulnerable to manipulation and destabilization. Muhammad Tahir, a senior fellow at the Atlantic Council’s Eurasia Center, has documented a surge in Russian disinformation campaigns aimed at eroding trust in Ukrainian institutions and sowing confusion among both soldiers and civilians. One striking example involved the aftermath of a missile strike on a children’s playground in Kryvyi Rih. Russia’s Defense Ministry swiftly and falsely claimed the strike targeted a gathering of Ukrainian military commanders, creating doubt and spreading misinformation within Ukraine and internationally.

In Sumy, Russian-linked Telegram channels spread false health alerts, warning of a fictitious disease among Ukrainian soldiers. The sophistication of these campaigns extends to the creation of seemingly local news sources that subtly promote pro-Kremlin propaganda. In Mykolaiv, a Telegram channel called “Truthful Mykolaiv” presents itself as a local news outlet while subtly amplifying Russian narratives. This tactic involves using familiar language and a measured tone to build trust, making the disinformation all the more insidious.
