Resurgence of Disinformation Targets Zelensky Amidst Shifting US Political Landscape

The ongoing conflict in Ukraine has witnessed a renewed surge in disinformation campaigns targeting President Volodymyr Zelensky and the Ukrainian government. This resurgence coincides with shifting political dynamics in the United States, particularly concerning former President Donald Trump’s stance on the war and his increasingly strained relationship with Kyiv. The spread of false narratives, manipulated videos, and outright fabrications threatens to undermine support for Ukraine amidst its ongoing struggle against Russian aggression.

Researchers have observed a marked increase in anti-Ukraine disinformation circulating on US social media platforms. Much of this content appears to be repurposed material from earlier Russian influence operations, suggesting a deliberate strategy to exploit existing narratives and amplify their reach. The timing of this escalation aligns closely with Trump’s public criticisms of Zelensky, whom he labeled a "dictator," indicating a potential link between political rhetoric and the spread of disinformation. Experts believe Trump’s pronouncements have inadvertently energized these pre-existing campaigns, giving them renewed traction and visibility.

Among the resurfacing disinformation are deepfakes—manipulated videos designed to portray Zelensky in a negative light—and false claims about his personal wealth. One such deepfake, depicting Zelensky dancing, was promoted by Donald Trump Jr. and conservative influencer Kyle Becker, demonstrating the reach of these fabrications within influential circles. Another instance involved the dissemination of dubious footage purportedly showing Ukrainian soldiers burning an effigy of Trump and copies of his book "The Art of the Deal." Ukraine’s Center for Countering Disinformation quickly debunked these videos as staged productions by Russian propagandists.

Investigations into the origin of these videos point to a sophisticated Russian disinformation network known as Storm-1516. This operation has a history of targeting US elections with staged videos, some of which purported to show voter fraud. The videos targeting Zelensky share characteristics consistent with Storm-1516’s previous work, notably the prominent display of Ukrainian military insignia combined with a deliberate obscuring of individuals’ faces and filming locations. This deliberate ambiguity makes it difficult to verify the authenticity of the videos and contributes to their spread online.

Beyond manipulated videos, the Storm-1516 operation has also propagated false narratives about Zelensky and his wife engaging in lavish spending, painting a picture of corruption and misuse of Western aid. These claims have circulated for years but saw a resurgence after Trump’s public questioning of Zelensky’s legitimacy. NewsGuard, a misinformation watchdog, documented a significant spike in social media posts and articles mentioning Zelensky alongside terms like "villa," "yacht," "winery," and "mansion" following Trump’s comments. This coordinated effort suggests a deliberate attempt to exploit the heightened political tensions to further erode public trust in Zelensky and the Ukrainian government.

The proliferation of these false narratives is not limited to fringe online communities. Influential figures, including Republican Senator Mike Lee, have amplified the dubious videos, lending them an air of credibility and expanding their reach. Even Elon Musk, tasked by Trump with reviewing government spending, shared a fabricated report alleging US payments to celebrities for visiting Zelensky. This incident highlights the pervasiveness of disinformation and its potential to influence even high-profile individuals.

The implications of this disinformation campaign are far-reaching. By sowing discord and distrust between the US and Ukraine, Russia aims to weaken the international coalition supporting Kyiv. Experts warn that this strategy seeks to undermine US negotiators’ confidence in Ukraine as a partner, potentially leading to a peace settlement more favorable to the Kremlin. The resurgence of disinformation underscores the ongoing challenge of combating online manipulation and the need for increased vigilance in identifying and debunking false narratives. As the war in Ukraine continues, the battle against disinformation remains a critical front in the broader conflict. The manipulation of information, the exploitation of political divisions, and the erosion of public trust pose a significant threat, not only to Ukraine’s future but also to the integrity of democratic processes and international relations.
