DW Akademie and GIZ Strengthen Collaboration

German Development Organizations Forge Alliance to Combat Disinformation and Strengthen Free Media

In a world grappling with the escalating threat of disinformation and the erosion of press freedom, two prominent German development organizations, Deutsche Welle Akademie (DW Akademie) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), have solidified their commitment to bolstering independent journalism and fostering media literacy. On December 19th, at the Deutsche Welle broadcasting center in Bonn, the two organizations signed a Memorandum of Understanding (MoU), marking a significant step towards a deeper and more strategic partnership. This alliance aims to leverage their combined expertise and resources to address the complex challenges facing global media landscapes and promote access to reliable information for all.

The signing of the MoU underscores the shared conviction of DW Akademie and GIZ that free and independent media are essential pillars of democratic societies and crucial for achieving sustainable development goals. Both organizations recognize the urgent need to counter the spread of disinformation, which erodes trust in public institutions, fuels polarization, and undermines democratic processes. Furthermore, they acknowledge the growing challenges posed by censorship, threats to journalists, and the rapid advancements in technology, including the rise of artificial intelligence, which can be exploited to manipulate information and spread false narratives.

Carsten von Nahmen, Managing Director of DW Akademie, emphasized the critical role of independent journalism in navigating global crises. He highlighted the increasing restrictions on freedom of expression worldwide, citing censorship, threats to media professionals, and the pervasive influence of disinformation. These factors, he argued, have eroded public trust in both institutions and the media, creating an acute need for reliable information. The partnership with GIZ, he added, reinforces DW Akademie’s commitment to working with global partners to address these pressing issues.

Ingrid-Gabriela Hoven, Managing Director of GIZ, echoed these sentiments, pointing to the compounding global crises of climate change, wars, and pandemics, which are exacerbating insecurity worldwide. She highlighted the rapid technological advancements, while offering opportunities, also present significant risks, particularly in the realm of disinformation. Hoven stressed the potential for misuse of new technologies, such as AI, to spread false narratives, destabilize democratic processes, and incite conflict. The strategic cooperation with DW Akademie, she affirmed, seeks to strengthen media and information literacy, support independent media, and limit the influence of disinformation to promote just societies and foster democratic participation.

This renewed partnership builds upon a history of successful collaboration between DW Akademie and GIZ, dating back to an initial MoU signed in 2013. The new agreement seeks to deepen and strategically expand this cooperation, focusing on joint activities and the sharing of expertise to build robust information ecosystems worldwide. The organizations will prioritize supporting strong, independent media and promoting critical media and information literacy among users. Key areas of focus will include combating disinformation, navigating the digital transformation, addressing the implications of artificial intelligence, and responding to the challenges posed by migration and climate change.

DW Akademie, Deutsche Welle’s center for international media development, brings decades of experience in journalistic training and knowledge transfer. Its projects focus on strengthening the human right to freedom of expression and access to information, empowering individuals worldwide to make informed decisions based on reliable facts and constructive dialogue. GIZ, a federal enterprise with global operations, supports the German government in international cooperation for sustainable development and engages in educational activities worldwide. It works to assist individuals and societies in shaping their futures and improving their living conditions. The combined strengths of these two organizations create a powerful synergy to tackle the multifaceted challenges facing global media and promote access to reliable information for all. Their collaborative efforts will contribute to fostering more informed and resilient societies capable of navigating the complexities of the 21st century.
