The Duterte Disinformation Playbook: Weaponizing Lies in the Digital Age

The proliferation of disinformation, often disguised as legitimate news, has become a significant concern in the Philippine political landscape. Former President Rodrigo Duterte’s spokesperson, Harry Roque, once argued that even "fake news" deserves a place in the "marketplace of ideas," a concept rooted in free speech theory suggesting that truth emerges from the open competition of various viewpoints. However, this argument fails to acknowledge the fundamental difference between genuine ideas and deliberate falsehoods masquerading as facts. The recent House of Representatives hearings into the activities of pro-Duterte vloggers spreading disinformation have brought this critical issue to the forefront.

The House probe unearthed several instances of blatant disinformation. Vlogger Krizette Chu falsely claimed a "mass resignation" within the Philippine National Police and Armed Forces following Duterte’s hypothetical arrest by the International Criminal Court. Mark Anthony Lopez fabricated a story about Philippine forces using water cannons against Chinese vessels in the West Philippine Sea, later retracting his statement and apologizing when pressed for evidence. Other vloggers dismissed the documented deaths related to Duterte’s drug war as a "hoax." Additionally, over 107 fake X (formerly Twitter) accounts, ostensibly belonging to Chinese users, were identified spreading pro-Duterte propaganda related to the West Philippine Sea, suggesting coordinated foreign interference. These examples illustrate the orchestrated nature of the disinformation campaign supporting Duterte and his political allies.

The "marketplace of ideas" theory assumes a level playing field where individuals can discern truth from falsehood. However, in the Philippine context, this assumption doesn’t hold true. The vast majority of Filipinos rely on social media, particularly Facebook, for their news, making them vulnerable to manipulation in a media landscape characterized by limited media literacy and a celebrity-driven political culture. This susceptibility is further exacerbated by the country’s education system, which often falls short in fostering critical thinking skills, especially among the urban poor and rural populations. Popularity and celebrity endorsements heavily influence voter choices, often overshadowing substantive policy discussions. This creates an environment where disinformation thrives, exploiting the public’s trust in familiar figures and their tendency to prioritize loyalty over factual accuracy.

The Duterte social media strategy capitalizes on these vulnerabilities. Recognizing the significant influence of social media on public opinion, with the vast majority of Filipinos being active internet users and relying on platforms like Facebook for news consumption, the Duterte camp strategically utilizes disinformation to shape narratives and manipulate public perception. Their tactics bypass the principles of a fair exchange of ideas by intentionally distorting reality, not to foster debate, but to deceive and control. Unlike honest errors or differing opinions, the disinformation spread by pro-Duterte vloggers is calculated to drown out the truth with a barrage of sensationalized falsehoods, exploiting the algorithms of social media platforms that prioritize engagement and emotional responses over factual accuracy.

The House probe into fake news is a crucial step toward addressing this pressing issue. The disinformation campaign orchestrated by pro-Duterte vloggers poses a significant threat to the country’s political and economic stability. Politically, these fabricated narratives erode public trust in vital institutions like the government, military, and police, fostering division and confusion among citizens. Economically, this instability can deter investors who seek predictable and stable environments. False narratives about security risks and governance failures can create an impression of chaos, potentially triggering market downturns and hindering economic growth, particularly at a time when the Philippines aims for ambitious GDP growth targets.

The vloggers involved in disseminating disinformation are not independent actors; they are integral components of a sophisticated political machinery working to restore Duterte’s influence, regardless of the consequences. The spread of fake news is not a random phenomenon but a deliberate tactic employed to manipulate public opinion and advance Duterte’s political agenda. The Duterte camp prioritizes dominance over information, exploiting public vulnerabilities to maintain their grip on power, even if it leaves Filipinos misinformed, divided, and susceptible to further manipulation. The long-term consequences of this strategy could significantly undermine democratic processes and erode trust in the very foundations of Philippine society.
