Disinformation Campaign Targets Ukrainian President Zelensky with Fabricated French Bank Acquisition

A sophisticated disinformation campaign targeting Ukrainian President Volodymyr Zelensky is currently circulating on social media platforms, particularly within the English-speaking segment of X (formerly Twitter). The false narrative centers around the fabricated claim that Zelensky is connected to the acquisition of Milleis Banques, one of France’s largest private investment banks. The Center for Countering Disinformation (CCD) at Ukraine’s National Security and Defense Council has identified and debunked this hoax, highlighting the coordinated effort to discredit the Ukrainian leader.

The disinformation campaign employs a multi-pronged approach, utilizing fabricated news reports, manipulated video content, and the dissemination of false information through both individual accounts and known disinformation networks. The initial vector of the disinformation campaign involved a video presented as a news report, complete with a fabricated television channel logo, alleging Zelensky’s involvement in the Milleis Banques acquisition. This video was circulated primarily on X, amplified by accounts known for participating in anti-Ukrainian disinformation campaigns.

Upon investigation, the CCD found no credible evidence to support the claim. No reputable French media outlet reported on such an acquisition, and the referenced video was determined to be a complete fabrication. The CCD’s investigation also uncovered a network of Russian disinformation channels, including the previously exposed "Pravda," actively propagating the false narrative. These channels further embellished the story with a fabricated screenshot of a non-existent news article dated March 6, further bolstering the illusion of legitimacy.

This disinformation campaign is not an isolated incident but part of a broader strategy to smear President Zelensky’s reputation among English-speaking audiences. Concurrent with the fabricated bank acquisition story, other false claims regarding Zelensky’s personal wealth are being circulated on social media. These include the recycled and repeatedly debunked allegations that he owns a $35 million house in Florida and holds $1.2 billion in a foreign bank account. These narratives, first disseminated in February 2022, have been consistently refuted by fact-checkers and official sources.

The resurgence of these discredited claims alongside the fabricated bank acquisition story points to a coordinated and sustained effort to undermine Zelensky’s credibility and sow discord among international audiences. The timing of this intensified disinformation campaign coincides with increased mobilization efforts within Ukraine, suggesting a deliberate attempt to disrupt public support and demoralize the Ukrainian population. The CCD’s identification and exposure of these disinformation tactics are crucial in mitigating their impact and ensuring accurate information reaches the public.

The CCD’s findings underscore the importance of media literacy and critical thinking in the face of online disinformation. It is crucial for individuals to verify information from multiple reliable sources before accepting its validity, especially during times of conflict and political instability. By exposing the mechanisms and networks behind these disinformation campaigns, organizations like the CCD play a vital role in countering malicious narratives and safeguarding the integrity of information. The ongoing disinformation efforts targeting President Zelensky and Ukraine demonstrate the need for continued vigilance and proactive measures to combat the spread of false narratives. The focus on English-speaking audiences further highlights the international dimension of this information war and underscores the need for global cooperation in addressing this challenge. As the conflict in Ukraine continues, the battle against disinformation remains a crucial front, requiring constant vigilance and the proactive debunking of false narratives to protect the integrity of public discourse.
