Ukraine and Poland Face Disinformation Campaign Amidst Humanitarian Crisis

The ongoing conflict between Russia and Ukraine has not only caused immense human suffering and displacement but has also become a breeding ground for disinformation campaigns aimed at undermining the solidarity between Ukraine and its neighboring countries, particularly Poland. One such campaign recently targeted Ukrainian refugees seeking safety in Poland, spreading false claims about a supposed questionnaire at the border requiring them to denounce Ukrainian nationalist figure Stepan Bandera as a terrorist and accept responsibility for the Volyn tragedy, a sensitive historical event involving ethnic violence between Poles and Ukrainians. This disinformation, swiftly debunked by the Center for Countering Disinformation, highlights the insidious nature of these tactics in exploiting existing tensions and vulnerabilities.

The false narrative, disseminated through various Telegram channels, alleged that Ukrainian refugees were being subjected to politically charged interrogations as a condition for receiving a Polish PESEL number, a national identification number crucial for accessing essential services and benefits. The Center for Countering Disinformation categorically refuted these claims, emphasizing that the official PESEL application forms contain only standard biographical and contact information and are readily available on the Polish government website for public scrutiny. Furthermore, the Center confirmed that neither Polish border guards nor any government agencies impose any political conditions on Ukrainians seeking temporary protection in Poland.

This disinformation campaign appears strategically designed to exploit the complex historical relationship between Ukraine and Poland, particularly the sensitive issue of the Volyn tragedy. This historical event, marked by violence and atrocities committed by both sides, remains a point of contention and requires careful and nuanced dialogue. By falsely attributing such a controversial demand to the Polish government, the perpetrators of the disinformation sought to incite mistrust and resentment among Ukrainians towards Poland, jeopardizing the strong humanitarian support and solidarity Poland has extended since the beginning of the Russian invasion.

The Center for Countering Disinformation has been actively working to expose and counter these manipulative tactics, which seek to destabilize the relationship between Ukraine and Poland, crucial allies in the face of Russian aggression. This incident is not the first instance of disinformation targeting Ukrainian refugees in Poland. Previously, the Center debunked similar false narratives about alleged harsh treatment of Ukrainians at the border, demonstrating a persistent effort to sow discord and undermine the humanitarian efforts extended by Poland. These campaigns underscore the importance of critical media literacy and fact-checking in the face of information warfare.

The broader context of this disinformation campaign is the ongoing information war waged by Russia, utilizing propaganda and manipulated narratives to achieve its political objectives. By creating friction between Ukraine and its allies, Russia aims to weaken the international coalition supporting Ukraine and isolate the country in its struggle against the invasion. Transparent communication, accessible information regarding refugee processes, and continued emphasis on humanitarian principles are essential to maintain trust and cooperation. The fight against disinformation is not merely a matter of correcting false narratives; it is a vital component of defending democracy, upholding humanitarian values, and ensuring the stability and security of the region amidst this ongoing conflict. Continued efforts to expose and debunk these malicious campaigns are crucial to preserving the solidarity and support network vital for Ukraine’s resilience and future.
