Deputy Foreign Minister and UN Under-Secretary-General Address Disinformation and Hate Speech

Armenia and UN Discuss Combating Disinformation and Hate Speech Amidst Geopolitical Tensions

NEW YORK – On September 23, 2024, against the backdrop of the 80th Session of the United Nations General Assembly, Armenian Deputy Foreign Minister Robert Abisoghomonyan met with UN Under-Secretary-General for Global Communications Melissa Fleming to address the escalating issue of disinformation and hate speech in the context of heightened geopolitical tensions. The two officials exchanged perspectives on the alarming proliferation of false and inflammatory narratives, particularly through increasingly diverse and sophisticated online channels. This meeting underscored the growing international concern over the manipulative use of information and its potential to exacerbate existing conflicts and fuel societal divisions.

Deputy Foreign Minister Abisoghomonyan emphasized the critical need for international collaboration, particularly through the UN and its specialized agencies, to bolster digital resilience and media literacy among populations vulnerable to these harmful narratives. He highlighted the importance of equipping individuals with the critical thinking skills necessary to discern fact from fiction in the complex digital landscape. Furthermore, he underscored the escalating risks posed by the rapid evolution of disinformation tactics, often amplified by artificial intelligence and sophisticated bot networks, making it increasingly challenging for individuals and institutions to detect and counter these threats effectively.

The Armenian official called for enhanced digital responsibility among all stakeholders, including governments, social media platforms, and individual users, to combat the spread of disinformation. He stressed the need for transparent and accountable mechanisms to identify and address malicious actors and curb the amplification of harmful content. He also advocated for the development of ethical guidelines and best practices for digital communication, fostering a culture of responsible online behavior and promoting the values of accuracy, integrity, and respect in online discourse.

The discussion also focused on the potential for expanded cooperation in capacity-building initiatives. Deputy Foreign Minister Abisoghomonyan expressed Armenia’s eagerness to participate actively in programs aimed at advancing collaboration and knowledge sharing in the fields of modern information technologies and public communication. He underscored the importance of equipping journalists, media professionals, and government officials with the skills and tools to counter disinformation campaigns and communicate effectively in the digital age. He also expressed interest in exploring collaborative research projects to better understand the evolving landscape of disinformation and develop innovative countermeasures.

The meeting between the Armenian Deputy Foreign Minister and the UN Under-Secretary-General reflects the growing international consensus on the urgent need to address the challenges posed by disinformation and hate speech. The proliferation of these harmful narratives not only poses a threat to democratic processes and societal cohesion but also undermines efforts to promote peace and stability in the global arena. The international community increasingly recognizes the importance of collaborative efforts to counter this threat, through enhanced media literacy, digital resilience, and the promotion of responsible online behavior.

As the digital landscape continues to evolve, a sustained and coordinated global effort is essential to mitigate the risks posed by disinformation and preserve the integrity of information in the digital age.
