Department of Health Addresses Misinformation Regarding Consumer Directed Personal Assistance Program and Home Care Services.

New York State Reassures CDPAP Participants Amidst Transition to Single Fiscal Intermediary

ALBANY, N.Y. – New York State is embarking on a significant shift in the administration of its Consumer Directed Personal Assistance Program (CDPAP), transitioning to a single fiscal intermediary, Public Partnerships LLC (PPL), effective April 1st. This move has generated some apprehension amongst program participants, prompting the New York State Department of Health (DOH) to launch a comprehensive public awareness campaign to address concerns and dispel misinformation. The centerpiece of this campaign is a direct address by State Health Commissioner Dr. James McDonald, assuring New Yorkers that the transition will strengthen the program and protect both home care users and their caregivers.

The core message of the campaign is simple: continuity of care. Dr. McDonald emphasizes that individuals currently enrolled in CDPAP will retain their home care services without interruption. Eligibility criteria remain unchanged, and there is no requirement for reapplication. This reassurance is crucial for the thousands of New Yorkers who rely on CDPAP for essential support, enabling them to live independently in their homes. The DOH is committed to ensuring a seamless transition, minimizing disruption and maintaining the quality of care.

The shift to a single fiscal intermediary is designed to streamline administrative processes and enhance oversight of the CDPAP. By consolidating operations under PPL, the state aims to improve efficiency, reduce administrative burdens on participants, and ensure timely payments to caregivers. This streamlined approach is intended to create a more robust and sustainable program for the future, benefiting both consumers and providers. The collaboration with PPL and a network of community-based home care providers, including 11 Independent Living Centers, further underscores the commitment to maintaining a patient-centered approach.

To facilitate a smooth transition, the DOH is encouraging all CDPAP consumers to register with PPL as soon as possible. This preemptive registration will help ensure that services continue uninterrupted after the April 1st transition date. The DOH has provided several convenient registration options, including a dedicated support center hotline at 1-833-247-5346, an online portal accessible through PPL’s website (pplfirst.com/cdpap), and assistance from approved CDPAP facilitators, including Independent Living Centers. These multiple avenues for registration aim to cater to diverse needs and ensure accessibility for all participants.

The partnership with Independent Living Centers (ILCs) is a significant aspect of the transition. ILCs, as disability-led non-profit organizations, have a long-standing history of advocating for the rights and independence of individuals with disabilities. Their involvement in the transition process will ensure that the voices and needs of CDPAP participants are central to the implementation of the new system. They offer invaluable support and guidance to consumers navigating the registration process and adapting to the changes.

The transition to PPL represents a significant restructuring of the CDPAP, aimed at strengthening the program and improving its long-term sustainability. The DOH is acutely aware of the potential for anxiety and confusion among participants and is proactively addressing these concerns through its comprehensive public awareness campaign. The message is clear: the transition will not jeopardize access to essential home care services. By emphasizing continuity of care, encouraging early registration, and partnering with community-based organizations, the DOH aims to ensure a smooth and successful transition for all involved. The ultimate goal is to preserve the autonomy and independence of New Yorkers who rely on CDPAP while enhancing the efficiency and effectiveness of the program.
