A Bastion of Truth: CIRIS Fights Disinformation in the Philippines

In an era defined by the pervasive spread of disinformation, misinformation, and malign influence (DMMI), a new organization has emerged in the Philippines, dedicated to fostering a “culture of truth” and empowering citizens with the tools to navigate the complex digital landscape. The Center for Information Resilience and Integrity Studies (CIRIS), founded by Michel André P. del Rosario, Christopher Balagtas, and Erik Chua, represents a crucial step in combating the insidious effects of DMMI campaigns, which threaten to undermine not only individual understanding but also national security and democratic institutions. CIRIS recognizes the urgency of the situation, acknowledging that disinformation is not merely a nuisance but a genuine threat to national security and democratic stability. Founded on the principles of truth, integrity, and public interest, CIRIS aims to provide Filipinos with the skills and knowledge needed to identify, analyze, and counter the spread of false narratives.

The organization’s genesis lies in the firsthand experiences of its founders, particularly Del Rosario, a former assistant secretary at the Presidential Communications Office. Witnessing the manipulative power of foreign influence campaigns, Del Rosario recognized the urgent need for a proactive and independent organization to counter the spread of disinformation. CIRIS’s commitment to operating independently of any political agenda underscore its dedication to serving the public interest without bias or hidden motives. The organization’s credibility is paramount, driving their commitment to shaping stories around established facts rather than manipulating facts to fit pre-conceived narratives. By prioritising verifiable evidence and objective analysis, CIRIS distinguishes itself as a reliable source of information in an environment often plagued by manipulated narratives and deceptive tactics. The commitment to working with diverse stakeholders, including government bodies, academia, civil society groups, and media outlets, illustrates CIRIS’s recognition that building a resilient information ecosystem requires collaboration and collective action.

CIRIS’s impactful work has already garnered significant attention through projects like the short film “Alon ng Kabayanihan” (“Wave of Heroism”). Focusing on the defense of Philippine sovereignty in the West Philippine Sea, the film utilized truth-based storytelling to raise awareness about a critical national issue while simultaneously empowering communities to defend their rights and territories. By focusing on the tangible experiences of local communities, CIRIS has humanized the complex issue and provided a platform for authentic voices to be heard. The film stands as an example of CIRIS’s unique approach to countering disinformation – by showcasing verifiable actions and personal accounts, it effectively dismantles false narratives and bolsters national unity.

Beyond territorial disputes, CIRIS engages with a broad spectrum of national interests, including elections and democratic institutions, recognizing that these are particularly vulnerable to manipulation and disinformation campaigns. The organization’s digital literacy programs are at the forefront of equipping citizens with the skills needed to navigate an increasingly complex digital landscape. Focusing on the identification of online threats, ranging from AI-generated content to coordinated troll networks, CIRIS equips communities to critically evaluate the information they encounter and become active participants in defending the integrity of online discourse. This proactive approach empowers individuals to be discerning media consumers and to play a vital role in safeguarding democratic processes.

CIRIS’s commitment to fostering a culture of truth extends beyond immediate interventions to include cultivating the next generation of “digital defenders.” Through partnerships with academics, experts, and grassroots organizations, CIRIS delivers programs in schools and communities, building a foundation of critical thinking and digital literacy among young people. By investing in educational initiatives, CIRIS aims to create a long-term impact, shaping a future where citizens approach information with discernment and contribute actively to combating the spread of disinformation. This commitment underscores CIRIS’s belief that education serves as a crucial bulwark against misinformation and a vital element of a resilient society.

Co-supporting the award-winning documentary “Food Delivery: Fresh from the West Philippine Sea,” further illustrates CIRIS’s commitment to leveraging diverse mediums for impactful storytelling. The documentary’s recognition at the Doc Edge International Film Festival in New Zealand highlights the global reach of CIRIS’s endeavors and confirms the efficacy of its truth-based narrative strategy. By raising awareness of internationally significant issues through compelling storytelling, CIRIS expands its sphere of influence and connects with broader audiences, promoting a more informed and engaged global community. This achievement underscores the importance of international collaboration in countering disinformation and reaffirms the power of effective storytelling.

CIRIS’s vision extends beyond simply combating disinformation; it aims to build a national culture of digital resilience, encouraging Filipinos to critically evaluate information before engaging with it online. This emphasis on critical thinking and pausing to verify sources before sharing information is central to creating a responsible and informed online citizenry. By equipping individuals with the tools of discernment, CIRIS fosters a sense of collective ownership of truth and empowers communities to actively participate in the fight against disinformation. The nationwide lectures and workshops with partner universities and groups, along with interactive resources designed to educate individuals on how to identify and counter disinformation, are an impactful embodiment of their proactive, community-centered approach.

In essence, CIRIS embodies a proactive and multifaceted approach to combating the spread of disinformation, misinformation, and malign influence. By fostering critical thinking, empowering citizens with digital literacy skills, building partnerships with diverse stakeholders, and utilizing impactful storytelling techniques, CIRIS not only addresses the immediate challenges posed by DMMI campaigns but also lays the groundwork for a more resilient and informed society. Their work emphasizes that truth is not merely a passive asset but a vital resource which must be actively defended, cultivated, and nurtured. CIRIS exemplifies that disinformation can and must be countered through empowered active participation and the collective pursuit of truth.
