Kremlin Propaganda Machine Fuels Disinformation Campaign Targeting Ukrainian Mobilization Efforts

Amidst the ongoing conflict, the Russian propaganda apparatus has intensified its efforts to disseminate disinformation targeting Ukraine’s mobilization initiatives. This latest wave of false narratives primarily focuses on two key areas: the alleged mandatory mobilization of women and the purported lowering of the conscription age to 18. These claims, amplified through various channels including social media and anonymous sources, aim to sow discord, undermine morale, and destabilize the situation within Ukraine.

The disinformation campaign alleges that the Ukrainian government plans to mobilize up to one million women starting September 1, 2025. This assertion, completely unfounded and lacking any credible evidence, is actively being circulated by pro-Russian media outlets and online platforms. Simultaneously, rumors are being spread about a supposed reduction in the conscription age to 18. These fabricated stories are designed to instill fear and panic amongst the Ukrainian populace, particularly women and young adults.

The Ukrainian government, through the Center for Countering Disinformation (CPD), has categorically denied these claims, emphasizing that no such plans exist. There are no legislative proposals under consideration by the Verkhovna Rada (Ukrainian Parliament) related to the mobilization of women, nor are there any official statements or decrees from government officials supporting such measures. The CPD has urged citizens to rely solely on verified sources of information and to remain vigilant against enemy propaganda attempts.

Further fueling the disinformation fire, Russian Telegram channels have circulated a deepfake video purportedly showing Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration, advocating for a travel ban on women aged 18 to 27. This fabricated video falsely claims that the Verkhovna Rada has endorsed this initiative. The CPD has identified this video as a deliberate attempt to manipulate public opinion and create further anxieties within Ukraine. The use of deepfake technology underscores the increasingly sophisticated tactics employed by Russian propagandists.

In a separate incident, Russian disinformation campaigns targeted evacuation efforts in the Sumy region. A fabricated screenshot of a message purportedly from the head of the Sumy Regional Military Administration was circulated, falsely claiming an evacuation order. The CPD swiftly debunked this fake message, revealing the Russian intention to disrupt the evacuation process and leave civilians vulnerable to shelling.

The CPD continues to actively monitor and counter these disinformation campaigns, emphasizing the importance of critical information consumption. The Center urges Ukrainian citizens to rely on official government channels and reputable news sources for accurate information. This concerted effort to combat disinformation is crucial in maintaining public trust and preventing the spread of panic and instability during this challenging period. The sustained and evolving nature of the Russian disinformation tactics emphasizes the ongoing need for vigilance and critical evaluation of information circulating online and through other media channels.
