Countering Election Disinformation: Best Practices Highlighted in New Report.

Europe Faces 2024 Elections Amid Rising Disinformation Threats: New Report Offers Strategies for Democratic Resilience

The European Union faces a critical juncture in 2024 as it prepares for parliamentary elections against a backdrop of escalating disinformation campaigns and evolving geopolitical dynamics. A new report, "Building Resilience Against Election Influence Operations: Preparing for the European Elections in 2024 and Beyond," co-authored by the Alliance for Securing Democracy (ASD) and the International Foundation for Electoral Systems (IFES), provides a timely analysis of the challenges and offers actionable recommendations for bolstering democratic resilience. With nearly half the world’s population heading to the polls this year, the stakes are high, and the report emphasizes the urgency of proactive and collaborative approaches to safeguard electoral integrity.

The report highlights the increasing scale and sophistication of election disinformation, utilizing five case studies from across Europe – France, Sweden, Estonia, Bosnia and Herzegovina, and Ukraine – to showcase successful strategies employed to counter malign influence operations. These diverse examples offer invaluable insights into how countries can adapt and refine their defenses against disinformation tactics that threaten to undermine democratic processes.

One key recommendation is the establishment of dedicated government units with clear mandates and oversight to identify and counter foreign influence operations. This involves striking a delicate balance between protecting national security and upholding fundamental freedoms of speech and privacy. The report underscores the importance of transparency and accountability in these efforts, ensuring that counter-disinformation measures do not inadvertently infringe upon democratic values.

Furthermore, the report emphasizes the necessity of adopting a whole-of-society approach to building resilience. Disinformation campaigns often target specific sectors of society, making it crucial to foster collaboration across institutions, including government agencies, civil society organizations, media outlets, and tech companies. Building public awareness and media literacy are vital components of this approach, particularly among vulnerable populations, such as minority language groups, who may be disproportionately targeted by disinformation campaigns.

Proactive crisis communication plans are another essential element of effective counter-disinformation strategies. Election authorities must anticipate and prepare for potential false narratives and misinformation campaigns, developing rapid response mechanisms to debunk false claims and provide accurate information to the public. This includes establishing clear communication channels and building trust with media outlets and fact-checking organizations to effectively disseminate accurate information and counter disinformation narratives.

Robust cross-sectoral coordination, particularly on emerging technologies, is also highlighted as a crucial factor in building resilience against evolving disinformation tactics. Artificial intelligence (AI), for example, presents both opportunities and challenges. While AI can be used to detect and counter disinformation, it also poses a risk as it can be employed to generate sophisticated and highly convincing fake content. International cooperation and information sharing are essential to address the transborder nature of these challenges and to develop effective strategies for combating AI-powered disinformation.

The report underscores the importance of learning from each other’s experiences and adapting existing tools to address the rapidly changing disinformation landscape. With the European Parliament elections on the horizon in June 2024, the report urges EU members and partners to review and enhance their counter-disinformation strategies, emphasizing proactive collaboration and continual learning as key elements in safeguarding democratic processes against evolving threats. The lessons learned from countries on the frontlines of this battle offer invaluable guidance for other nations seeking to protect their electoral integrity and democratic values.

The increasing sophistication of disinformation tactics, coupled with the rise of new technologies like AI, necessitates a holistic and coordinated response. Governments, civil society organizations, and the private sector must work together to build long-term democratic resilience. By sharing best practices, investing in media literacy, and developing robust crisis communication plans, countries can effectively counter disinformation campaigns and protect the integrity of their democratic institutions. The 2024 European elections represent a critical test of these strategies, and their effectiveness will have far-reaching implications for democratic resilience across the globe.
