Countering Disinformation Through Soft Power: A Focus of the Pak-China Dialogue.

Pakistan-China Dialogue Underscores Soft Power’s Role in Strengthening Bilateral Ties and Countering Disinformation

ISLAMABAD – Amidst a shifting global landscape and rising geopolitical tensions, a pivotal dialogue between Pakistan and China took center stage, emphasizing the critical role of soft power in bolstering mutual understanding, countering disinformation, and fostering a community of shared future. Hosted by the Pakistan-China Institute (PCI), the dialogue themed "Strengthening Mutual Understanding Between Pakistan and China and Building a Community with a Shared Future for Neighbouring Countries" brought together a diverse assembly of leaders, diplomats, parliamentarians, students, and scholars, underscoring the enduring strength of the Pakistan-China partnership, often hailed as an "Iron Brotherhood."

The dialogue served as a platform to celebrate the multifaceted cooperation between the two nations, particularly highlighting the transformative potential of the Belt and Road Initiative (BRI) as a catalyst for peace, prosperity, and regional connectivity. Senator Mushahid Hussain Sayed, Chairman of PCI, set the tone for the discussions by emphasizing the paradigm shift in global power dynamics, with the epicenter of economic and political influence migrating from the West to the East, heralding the rise of Asia. Senator Hussain lauded China’s peaceful ascendancy as a beacon of hope and strength for developing nations across Asia, Africa, and Latin America, signifying a departure from traditional power structures and offering alternative development models.

A key focus of the dialogue was the urgent need to counter the escalating rhetoric of a new Cold War, particularly the establishment of the US Congress’s "Countering PRC Influence Fund," a $325 million annual allocation from 2023 to 2027 aimed at curtailing China’s global influence. Senator Hussain strongly condemned this initiative, characterizing it as a regressive "Cold-War-era throwback" that diverts crucial resources away from development and dialogue, advocating instead for cooperative paradigms in international relations to address shared global challenges constructively.

Echoing the sentiment of collaboration, Ambassador Hu Zhaoming, Spokesperson of the International Department of the Communist Party of China (IDCPC), reaffirmed the deep-rooted bond between Pakistan and China. Ambassador Zhaoming underscored the BRI’s pivotal role in fostering global connectivity, highlighting its positive impact on China’s inland development and the forging of robust international partnerships. He emphasized the mutual benefits derived from the BRI, portraying it as a vehicle for shared growth and development, not just for China and Pakistan, but for the wider region and beyond.

Dr. Shezra Mansab Ali Kharal, Pakistan’s Minister of State for Climate Change, aligned with China’s advocacy for a multipolar world order founded on principles of equality and non-intervention, a departure from the traditional unipolar system dominated by a single power. Former Foreign Secretary Ambassador Aizaz Ahmad Chaudhry reinforced this call for cooperative paradigms, especially in the context of prevailing global uncertainties, stressing the importance of multilateralism and collaborative diplomacy in navigating complex geopolitical challenges and promoting international stability.

Barrister Aqeel Malik, Minister of State for Law and Justice, offered concrete proposals for strengthening regional cooperation, including the expansion of regional-language media and the inclusion of Afghanistan in the China-Pakistan Economic Corridor (CPEC). This proposal recognized the importance of inclusivity and regional integration in promoting shared prosperity and stability. By extending the benefits of CPEC to Afghanistan, the initiative could serve as a bridge for regional connectivity and economic development, contributing to a more stable and prosperous South Asia. The emphasis on regional-language media further highlighted the importance of soft power in building bridges of understanding and fostering deeper cultural connections between nations.

The dialogue also underscored the significance of people-to-people connections as a cornerstone of the Pakistan-China relationship. Participants explored concrete proposals for enhancing these ties through educational exchanges, cultural programs, and tourism initiatives, recognizing that fostering genuine understanding and appreciation between the peoples of both nations is crucial for strengthening the foundation of the bilateral relationship. The focus on soft power extended to exploring the role of media, arts, and culture in shaping narratives and promoting a more nuanced understanding of each other’s societies, thereby countering misperceptions and strengthening the bonds of friendship.

The discussions further delved into the potential of digital platforms and social media in enhancing communication and fostering greater collaboration between the two nations. Recognizing the increasing influence of digital spaces in shaping public opinion, participants explored strategies for leveraging these platforms to promote positive narratives, counter disinformation, and foster a deeper appreciation for the multifaceted aspects of the Pakistan-China partnership.

The dialogue concluded with a renewed commitment to strengthening the "Iron Brotherhood" through enhanced collaboration in various spheres, including education, culture, media, and technology. Participants emphasized the importance of continuous dialogue and engagement to address emerging challenges and capitalize on opportunities for mutual benefit. The discussions highlighted the shared vision of Pakistan and China for a multipolar world order based on principles of equality, respect, and cooperation, underscoring the importance of their partnership in shaping a more just and equitable global landscape. The dialogue served as a testament to the enduring strength of the Pakistan-China relationship and its potential to contribute to regional stability and global prosperity. By prioritizing soft power initiatives, both nations aim to build a stronger foundation of mutual understanding and trust, enabling them to navigate the complexities of the 21st century and contribute to a more peaceful and interconnected world.
