Comelec and TikTok Partner to Combat Disinformation in 2025 Philippine Elections

MANILA, Philippines – In a landmark collaboration aimed at safeguarding the integrity of the upcoming 2025 Philippine elections, the Commission on Elections (Comelec) and social media giant TikTok have joined forces to combat the pervasive threat of disinformation. This partnership, solidified through a Memorandum of Understanding (MOU) signed on Tuesday, January 28, 2025, marks a significant step towards ensuring a transparent and credible electoral process. The initiative comes in response to growing concerns about the potential for online misinformation to sway public opinion and undermine democratic processes.

Comelec Chairman George Erwin Garcia emphasized the importance of this collaboration, stating that the poll body specifically sought TikTok’s assistance in verifying the authenticity of information circulating on the platform. This proactive approach aims to protect candidates, political parties, and most importantly, the electorate from the detrimental effects of false or misleading information. Garcia highlighted the significance of the 2025 elections, particularly as a precursor to the highly anticipated presidential and vice-presidential elections, underscoring the need for a robust system to counter disinformation.

Central to this partnership is the launch of the "Philippine Elections Center" within the TikTok app. This innovative hub, developed in collaboration with election watchdogs National Movement for Free Elections (Namfrel) and Legal Network for Truthful Elections (Lente), serves as a centralized resource for accurate and reliable election-related information. Accessible by searching "Elections" or "Halalan," the center provides users with a wealth of content curated by Comelec, Namfrel, and Lente, empowering them to make informed decisions based on verified facts.

The "Philippine Elections Center" goes beyond simply providing information; it also equips users with the tools to identify and combat disinformation. A dedicated section titled "Learn How to Spot False Information" offers practical guidance on recognizing misleading content, reinforcing TikTok’s commitment to removing potentially harmful misinformation from its platform. This user-empowerment approach aligns with broader efforts to promote media literacy and critical thinking among online users.

Peachy Paderna, TikTok’s Philippine Public Policy Manager, emphasized the platform’s dedication to protecting the integrity of the elections. She outlined several key measures being implemented, including the removal of harmful misinformation related to civic and electoral processes, collaboration with independent fact-checkers to assess content accuracy, and the labeling of claims that cannot be verified. These initiatives demonstrate TikTok’s commitment to taking proactive steps to mitigate the spread of disinformation within its vast user base.

To further bolster its fact-checking efforts, TikTok boasts a global network of 21 fact-checkers and employs moderators with localized expertise. This combination of human review and sophisticated machine learning systems ensures a comprehensive approach to content moderation. Additionally, TikTok has implemented a strict policy prohibiting political advertisements and the monetization of content from politicians, government entities, and political parties, further safeguarding against potential manipulation and undue influence.

This partnership between Comelec and TikTok signifies a crucial step towards creating a more informed and transparent electoral environment. By leveraging TikTok’s vast reach and innovative features, coupled with Comelec’s expertise and the vigilance of election watchdogs, the initiative aims to empower Filipino voters with the tools and information they need to navigate the complexities of the digital age and participate in a democratic process free from the distortions of disinformation. The success of this collaboration hinges on the collective responsibility of all stakeholders to promote media literacy, critical thinking, and a shared commitment to upholding the integrity of the electoral process.
