Colombia Forges Alliance to Combat Online Hate Speech and Disinformation

CARTAGENA, COLOMBIA – In a significant stride towards safeguarding digital spaces, a diverse coalition of civil society organizations, media entities, academic institutions, and digital rights advocates has united in Colombia to combat the pervasive threats of hate speech and disinformation online. This landmark alliance, culminating from over two years of collaborative efforts facilitated by UNESCO, marks a critical turning point in the nation’s fight against the detrimental effects of harmful online content. The alliance aims to bolster Media and Information Literacy (MIL) among citizens and reinforce the resilience of Colombia’s digital public sphere, setting a precedent for collaborative action in the region. The initiative aligns with similar coalitions established in Bosnia and Herzegovina, Kenya, and Indonesia, all falling under the umbrella of the “Social Media 4 Peace” project.

This newly formed alliance represents a diverse spectrum of voices, including champions of freedom of expression and digital rights, anti-discrimination groups, feminist organizations, media outlets, universities, and researchers specializing in disinformation studies. Recognizing the urgent need for a concerted response to the escalating challenges posed by online hate speech and disinformation, these groups have come together to develop robust mechanisms to mitigate the harmful impacts of such content. Through UNESCO’s guidance, they have engaged in extensive discussions and collaborative workshops to formulate strategies that address the root causes of online hostility and promote a more informed and resilient digital citizenry.

The alliance’s formal launch took place during a dedicated workshop held in Cartagena, aptly titled “Disinformation and Hate Speech on Social Media: Building Collective Actions to Counter Them.” This workshop provided a crucial platform for participants to define the alliance’s structural framework, outline its overarching goals, and establish its operational modalities. The collaborative process yielded a clear and concise mission statement that encapsulates the alliance’s core purpose: "A collaborative initiative of civil society organizations aimed at advocating with social media giants and public institutions in Colombia for a more effective response to the challenges of hate speech, disinformation, and the governance of digital platforms." This statement underscores the alliance’s commitment to engaging with both social media platforms and government entities to foster a more accountable and transparent digital environment.

Central to the alliance’s strategy is the promotion of Media and Information Literacy (MIL). Recognizing that an informed citizenry is the best defense against the insidious spread of disinformation, the alliance is committed to empowering individuals with the critical thinking skills and digital literacy needed to navigate the complex online landscape. By equipping citizens with the tools to discern credible information from manipulative content, the alliance aims to build a more resilient digital public sphere that is less susceptible to the harmful effects of disinformation campaigns.

The alliance’s focus extends beyond individual empowerment to encompass broader advocacy efforts directed at social media platforms and public institutions. Recognizing the pivotal role that these entities play in shaping the online environment, the alliance seeks to engage in constructive dialogue and advocate for more effective policies and practices to address the challenges of hate speech, disinformation, and platform governance. The formation of this alliance in Colombia marks a significant milestone in the global fight against online hate speech and disinformation. By uniting diverse voices and fostering collaborative action, the alliance sets a powerful example for other nations grappling with these complex challenges. The initiative’s emphasis on Media and Information Literacy, coupled with its commitment to engaging with both social media platforms and public institutions, offers a comprehensive approach to building a more resilient and democratic digital space. As disinformation continues to proliferate and online hate speech poses an increasing threat to social cohesion, initiatives like this one are crucial to safeguarding the integrity of online discourse and protecting the rights of all citizens to participate freely and safely in the digital realm.
