Climate Misinformation Obstructs Urgent Action, Experts Warn

Fossil Fuel Industry Orchestrates Disinformation Campaigns to Obstruct Climate Action, Comprehensive Review Reveals

A decade-long review of climate research by the International Panel on the Information Environment (IPIE) has exposed a coordinated disinformation campaign by the fossil fuel industry, right-wing populists, and affiliated think tanks to obstruct efforts to address the climate crisis. This campaign, which has evolved from outright climate denial to more sophisticated tactics of casting doubt on climate solutions, seeks to delay the transition to clean energy and undermine public trust in climate science. The IPIE report, based on an analysis of 300 scientific papers, reveals a disturbing pattern of manipulation and deception aimed at influencing public opinion and policymakers. The report highlights the industry’s “dual deception” strategy: denying its role in climate change while simultaneously engaging in greenwashing to project a false image of environmental responsibility.

The shift in tactics from outright denial to strategic skepticism marks a new phase in the disinformation campaign. By focusing on discrediting climate solutions like renewable energy, these actors aim to create confusion and uncertainty, thereby delaying the implementation of effective climate policies. A prime example of this tactic is the rapid dissemination of misinformation following the April 2025 blackout in Spain and Portugal. Critics immediately blamed renewable energy sources, a narrative amplified on social media before official investigations determined the true cause to be grid management issues. This incident illustrates how quickly unsubstantiated claims can spread and gain traction, creating a climate of distrust and hindering progress on climate action. The report also points to the increasing targeting of political leaders, civil servants, and regulators with misinformation, often through less visible channels.

The IPIE report identifies the fossil fuel industry, allied with right-wing political groups and certain states, as the primary drivers of this disinformation ecosystem. While the key players remain largely the same as in previous decades, their coordination and organization have become more sophisticated. The report details how fossil fuel companies have actively promoted misleading narratives about their environmental impact while simultaneously funding think tanks that spread climate denial propaganda. Other sectors, including US electricity firms, animal agriculture, airlines, tourism, and fast food, have also contributed to the spread of climate misinformation, further complicating the landscape and creating a broader network of disinformation actors.

This coordinated climate change countermovement operates across various industries, leveraging legal filings, corporate sustainability reports, and other platforms to disseminate its message. The report cites research documenting the extensive collaboration between fossil fuel companies, states, and political actors to deny climate science and obstruct policy interventions. This intricate network of organizations and individuals works in concert to resist or slow down the adoption of climate solutions, presenting a significant obstacle to global climate action. The concerted effort to undermine climate science and delay action demonstrates a clear strategy to protect vested interests and maintain the status quo, despite the mounting evidence of the climate crisis.

The report highlights the role of prominent figures like former US President Donald Trump, whose dismissal of climate science as a “hoax” and withdrawal from the Paris Agreement fueled the spread of misinformation. His rhetoric, amplified by social media and bot accounts, contributed significantly to the polarization of the climate change debate in the United States. Furthermore, the report identifies US think tanks, such as the Heartland Institute and the Heritage Foundation, as key players in promoting climate-denial views and influencing policy decisions. These organizations act as intermediaries between political parties, policymakers, and fossil fuel interests, effectively disseminating misinformation and lobbying against climate action. Similar think tanks operate in Europe, extending the reach of this disinformation network.

The influence of Russia in spreading climate disinformation has also been documented, with reports of Russian intelligence utilizing troll farms to disseminate misleading information on social media. Within Europe, right-wing populist parties have emerged as active proponents of climate denial and obstruction, often employing eco-nationalist rhetoric to link fossil fuel use with national identity. This strategy aims to frame climate action as a threat to national interests, further polarizing the debate and mobilizing opposition to climate policies. The report also notes the role of online bots and trolls in amplifying these narratives, although their overall impact on the debate remains a subject of ongoing research. While bots contribute to the polarization of the climate discussion, the primary drivers of disinformation remain the organized campaigns funded and orchestrated by powerful vested interests.

The growing threat of climate misinformation has prompted international concern and calls for action. The Intergovernmental Panel on Climate Change (IPCC) has warned about the detrimental impact of misinformation on climate action, emphasizing the urgency of addressing this issue. The United Nations, UNESCO, and Brazil have launched the Global Initiative for Information Integrity on Climate Change to combat this growing threat. This initiative aims to foster international cooperation and develop strategies to counter the spread of climate misinformation. The UN Special Rapporteur on human rights and climate change has advocated for stronger measures, including criminalizing misinformation and greenwashing by the fossil fuel industry. These developments highlight the increasing recognition of the severity of the disinformation problem and the need for concerted global action.

The IPIE report recommends several concrete steps to combat climate misinformation. These include mandatory carbon footprint reporting for corporations and public institutions to enhance transparency and accountability. The report also suggests leveraging existing legislation, such as the EU Digital Services Act, to enforce content moderation on social media platforms. Furthermore, the report emphasizes the importance of improved climate education for both the public and policymakers to enhance scientific literacy and counter misinformation effectively. Finally, the report calls for more research on climate misinformation, particularly in regions beyond Western countries, where current research is limited. Addressing the global challenge of climate misinformation requires a multi-pronged approach involving increased transparency, stricter regulations, improved education, and further research.
