Ukraine Rejects Russian Claims of Secret Bilateral Meeting, Accuses Moscow of Disinformation Campaign

Istanbul, Turkey – The Ukrainian government has vehemently denied claims by Russian propagandists of a secret bilateral meeting between Ukrainian Defence Minister Rustem Umierov and the head of the Russian delegation, Vladimir Medinsky, prior to official talks in Istanbul. The Center for Countering Disinformation, a Ukrainian government body, dismissed the reports as a deliberate manipulation aimed at undermining the credibility of the Ukrainian negotiating team. According to the Center, the meeting, which did take place, was held in the presence of Turkish Foreign Minister Hakan Fidan, who served as a mediator, and no secret agreements were reached.

This incident highlights the ongoing information war that has paralleled the military conflict between Russia and Ukraine. The Center for Countering Disinformation warns that Russia is orchestrating a dual-pronged disinformation campaign targeting the Ukrainian delegation. Domestically, the campaign aims to sow distrust by disseminating false information about alleged personal ties between Ukrainian officials and Russians. Internationally, Russia seeks to portray Ukraine as obstructing peace talks, despite its own consistent rejection of ceasefire agreements.

The Center emphasizes that Russia’s objective is to distort reality and present itself as a peacemaker, despite being the aggressor in the conflict. This tactic mirrors previous Russian disinformation efforts throughout the war, aimed at shifting blame and manipulating international opinion. The Ukrainian government is urging both domestic and international audiences to be vigilant against these manipulative narratives.

This latest controversy unfolded following a brief meeting between Ukrainian and Russian delegations in Istanbul, the second such meeting since May 16th. Preceding the talks with the Russian delegation, Ukrainian representatives met with officials from Germany, Italy, and the United Kingdom, underscoring the continued international support for Ukraine’s position. One tangible outcome of the Istanbul talks was an agreement on a prisoner exchange involving seriously wounded and young servicemen.

However, shortly after the talks, Russian state news agencies released what they termed a "memorandum of settlement." This document outlined Russian proposals for a ceasefire, including conditions for Ukrainian neutrality, elections, and the withdrawal of Ukrainian forces from four oblasts. These proposals echo earlier Russian demands that have been consistently rejected by Ukraine as unacceptable infringements on its sovereignty and territorial integrity.

The dissemination of this "memorandum" further reinforces concerns about Russia’s commitment to good faith negotiations. By publicly releasing a document outlining its own preconditions for a ceasefire, Russia is effectively sidestepping genuine dialogue and attempting to impose its terms on Ukraine.
