Caraga Regional Intelligence Committee Bolsters Fight Against Disinformation with “Maging Mapanuri” Campaign
BUTUAN CITY – The Philippine Information Agency (PIA) Caraga has launched the “Maging Mapanuri” (Be Discerning) campaign within the Caraga Regional Intelligence Committee (RIC) to combat the rising tide of disinformation and its threat to national security. The campaign, introduced during a joint RIC-Enhanced RIC 13 meeting, aims to equip the intelligence community with the tools and knowledge to identify and counter the spread of false and misleading information, particularly online. PIA Caraga emphasized the critical role of information literacy in safeguarding the region against the destabilizing effects of information pollution.
The escalating use of digital technology, particularly social media, has amplified the reach and impact of disinformation, making it a primary concern for the country. PIA Caraga Assistant Regional Head Renelle L. Escuadro stressed the insidious nature of information manipulation, highlighting how certain groups and individuals leverage technology, including artificial intelligence, to sow discord and unrest. The “Maging Mapanuri” campaign seeks to empower individuals to critically assess information and become more discerning consumers of news and online content. This initiative is a cornerstone of the government’s comprehensive strategy to address the growing challenge of disinformation.
Escuadro detailed the various forms of information pollution, explaining the critical distinctions between misinformation, disinformation, and mal-information. Misinformation refers to the unintentional dissemination of false information, often stemming from errors or misunderstandings. Disinformation, on the other hand, is the deliberate spread of fabricated information with the intent to mislead or manipulate public opinion. Finally, mal-information involves the spread of truthful information, but with malicious intent, such as sharing private data without consent. Understanding these nuances is crucial for accurately identifying and addressing information pollution.
To enhance the RIC’s ability to combat disinformation, Escuadro underscored the importance of verifying the source, purpose, ownership, and timeliness of any information before dissemination. She also introduced practical fact-checking techniques and shared a range of online tools and resources that can be utilized to verify the authenticity of statements, images, and videos. These skills and resources are essential for navigating the complex information landscape and identifying potentially harmful content.
The Regional Anti-Cybercrime Unit of the Philippine National Police (RACU-PNP) Caraga echoed PIA’s advocacy, providing a briefing on information exploitation within social media. The RACU-PNP showcased specialized tools and investigative techniques used to address complaints related to information pollution, emphasizing the legal ramifications under Republic Act No. 10175, or the Cybercrime Prevention Act of 2012. This collaborative approach between PIA and law enforcement agencies demonstrates the government’s commitment to combating cybercrime and safeguarding the integrity of information online.
NICA Caraga Regional Director Bonifacio Pulgo, who chairs the Caraga RIC-ERIC, highlighted the meeting’s focus on equipping the committee members to tackle complex challenges facing the nation, including the growing threat of information pollution. He emphasized the importance of proactively assessing the region’s vulnerability to disinformation and identifying both perpetrators and victims within the community. Director Pulgo underscored the direct link between information pollution and national security, making it a top priority for the intelligence committee.
The Caraga RIC has committed to increased monitoring of social media platforms for signs of information pollution, particularly content that could jeopardize regional peace and security. Recognizing the vital role of accurate information in strengthening intelligence mechanisms, the committee voted to include PIA Caraga as an official member.
