Calabarzon Police Launch Anti-Fake News Initiative to Combat Misinformation and Strengthen Public Security

CALAMBA CITY, Laguna – The Police Regional Office (PRO) IV-A, also known as the Calabarzon police, recently spearheaded its inaugural Anti-Fake News Consultative Forum, demonstrating a proactive commitment to community safety and security, both in physical and digital realms. This initiative underscores the growing concern over the pervasive nature of misinformation and disinformation, particularly within online spaces, and its potential to undermine public trust and instigate security threats. The forum aimed to equip police officers with the necessary knowledge and tools to effectively counter the spread of fake news and serve as informed guardians of truth and accuracy.

Organized by the Regional Community Affairs and Development Division (RCADD) in collaboration with the Regional Public Information Office (RPIO), the virtual forum brought together over one hundred police personnel. Participants included officers from the Regional Mobile Force Battalion, various Police Provincial Offices, and Chiefs of Police representing municipalities and cities across the Calabarzon region. This diverse representation highlighted the importance of a unified front in addressing the complex issue of online misinformation.

Police Colonel Ivy Mallo, chief of RCADD, emphasized the significance of the forum in her opening remarks, urging active participation from all attendees. She stressed that active engagement would not only enhance their understanding of the nuances of misinformation and disinformation but also empower them with practical strategies to combat its spread. Mallo highlighted the forum as the first of its kind for PRO Calabarzon, mandated by the national headquarters, reflecting a nationwide effort to address the growing menace of fake news.

The forum adopted a comprehensive, whole-of-government approach to tackling the multifaceted challenge of fake news. This comprehensive strategy encompasses a range of interventions, including legal action against purveyors of false information, technological advancements to detect and counter fake news, public education initiatives to promote media literacy, enhanced public security measures, inter-agency coordination, and strengthened cybercrime investigations. This holistic approach acknowledges the complex nature of the problem and the need for collaborative efforts to effectively address it.

Christopher M. Hedreyda, Government Information Center Coordinator of the Philippine Information Agency (PIA) Laguna, provided valuable insights into media and information literacy during the forum. He highlighted the ‘Maging Mapanuri’ (Be Critical) campaign initiated by the Presidential Communications Office (PCO), which focuses on empowering individuals to identify and discern disinformation, misinformation, and malinformation circulating on social media platforms. This campaign underscores the importance of critical thinking and responsible online engagement in combating the spread of fake news.

Lieutenant Colonel Angelo Guardian, a participant in the forum, acknowledged the rampant proliferation of false information on social media and expressed hope that the initiative would enhance the police force’s capacity to respond effectively. He highlighted the potential of misinformation, disinformation, and even AI-generated deepfakes to mislead the public, erode trust in institutions, and sow confusion. Guardian emphasized the collective responsibility to protect the truth and empower communities to recognize, resist, and respond to the pervasive threat of disinformation.

The forum also featured contributions from Police Captain Froilan Domile, Chief Investigator of the Regional Anti-Cybercrime Unit (RACU) Region IV-A. He shared the police perspective on the national landscape of disinformation, misinformation, malinformation, and fake news, focusing on the resilience of public security in the face of these challenges and the existing hurdles in cybercrime investigations. His insights shed light on the complexities of combating online misinformation from a law enforcement perspective.

Furthermore, Sol Luzano, Vice President of the PRO4A Press Corps, offered valuable insights into journalistic ethics and responsible information sharing. This presentation provided police personnel with practical guidance on how to effectively communicate information to the public while upholding ethical standards and promoting accuracy. The forum’s multifaceted approach, encompassing legal, technological, educational, and ethical dimensions, demonstrates a comprehensive commitment to combating the spread of fake news and safeguarding public trust. This initiative underscores the growing recognition of the serious threat posed by online misinformation and the need for concerted efforts to protect communities from its harmful effects.
