Fostering Trust in the Digital Age: A Collective Call to Action Against Disinformation

The digital age, marked by unprecedented advancements in technology and communication, presents a double-edged sword. While offering immense potential for progress, it has also ushered in an era of rampant disinformation, eroding public trust in institutions, science, and even the very fabric of shared reality. The OPERAS research infrastructure, dedicated to open scholarly communication in the social sciences and humanities, has released a pivotal report, "Fostering Trust in the Digital Age," offering a comprehensive analysis of this critical challenge and proposing a roadmap for collective action. Compiled from contributions to the TrustOn2024 Workshop and a session at the Science Summit of the 79th United Nations General Assembly, the report brings together expert perspectives on combating disinformation and bolstering trust in digital ecosystems.

The report underscores the urgency of addressing the disinformation crisis, which has been exacerbated by the proliferation of digital platforms and the rapid advancement of artificial intelligence. These technologies, while offering incredible opportunities, have also amplified the spread of false and misleading information on an unprecedented scale, impacting public discourse and decision-making across various spheres, from public health to climate change and social justice. OPERAS recognizes its crucial role in mitigating these challenges by promoting the quality of scholarly content, providing trust-based services, and fostering knowledge transfer. These efforts are essential to ensure information integrity and provide reliable access to accurate information, fortifying the foundation of trust not only within academia but also within the broader public sphere.

The report advocates for a concerted, multi-faceted approach to combating disinformation, recognizing that no single solution can effectively address this complex issue. It emphasizes the need for global collaboration and innovative solutions, advocating for a human-centered approach that prioritizes participatory governance and community support. "Fostering Trust in the Digital Age” is structured around three interconnected tracks: infrastructure, science, and mediation. Each track offers a distinct lens through which to examine the challenges of disinformation, highlighting the need for integrated strategies that address the technical, scientific, and societal dimensions of the problem.

The infrastructure track focuses on building robust and transparent digital infrastructures that promote trust and accountability. This includes supporting open-access platforms, promoting data integrity, and developing mechanisms for verifying the authenticity of information. The science track emphasizes the importance of rigorous scientific research and communication in combating disinformation. This involves promoting scientific literacy, fostering critical thinking skills, and developing effective strategies for communicating complex scientific information to the public. Finally, the mediation track explores the role of intermediaries, including journalists, educators, and community leaders, in shaping public understanding and fostering trust in reliable sources of information.

The report features over 25 papers from leading experts, covering a wide range of topics related to disinformation and trust. These contributions explore diverse perspectives, from the legal and ethical implications of online disinformation to the role of artificial intelligence in both perpetuating and combating the spread of false information. The report highlights the importance of open infrastructures for open science, the need for a people-centered approach to combating misinformation, and the crucial role of intermediaries in building trust. It also explores specific initiatives and projects aimed at addressing disinformation, such as MetaBelgica, a trusted reference database for cultural heritage entities, and the GoTriple platform, which facilitates access to scientific results.

The report emphasizes the importance of engaging with the public and fostering media literacy. It highlights the need for responsible science communication and the development of effective strategies for engaging with online science misinformation. Furthermore, it acknowledges the challenges posed by AI-generated content and advocates for the role of journalists as gatekeepers of information integrity. It also underscores the need for net neutrality to ensure a level playing field for information dissemination and promote electronic democracy. The report advocates for a mix of technological solutions, insights from human sciences, and the establishment of international trust bodies to address the borderless nature of disinformation, especially in the context of rapidly developing AI technologies. It calls for guidelines on the ethical use of AI in education and research and stresses the importance of data curation as a mechanism for increasing trust in research.
