British Columbia’s Human Rights Office Launches Campaign Against Misinformation and Disinformation

Victoria, BC – September 13, 2025 – British Columbia’s Human Rights Commissioner, Kasari Govender, has launched a new initiative aimed at curbing the spread of misinformation and disinformation, recognizing their escalating threat to fundamental human rights. The campaign, unveiled in downtown Vancouver on Saturday, seeks to equip British Columbians with the necessary knowledge and tools to identify and counter the proliferation of false and misleading information.

Govender emphasized the urgency of addressing this issue, stating that misinformation and disinformation have become significant drivers of hate, both online and in physical spaces. She cited the rise of conspiracy theories during the COVID-19 pandemic, which unfairly targeted Asian communities, as a stark example of the harmful consequences of unchecked false narratives. These fabricated narratives not only erode trust in reliable sources of information but also fuel prejudice and discrimination, creating a hostile environment for targeted groups. The campaign aims to empower individuals to critically assess information and become active participants in combating its spread.

The initiative recognizes the distinction between misinformation, which is false information shared unintentionally, and disinformation, which is deliberately spread to mislead. Both forms pose a threat to human rights, with disinformation being particularly insidious due to its malicious intent. The campaign will provide resources and educational materials to help the public differentiate between credible and unreliable sources, recognize common tactics used to spread misinformation, and understand the detrimental impact it can have on individuals and communities.

The campaign’s resources will address various aspects of misinformation and disinformation, including:

  • Source verification: Teaching individuals how to evaluate the credibility of sources, including websites, social media accounts, and news outlets. This includes looking for established journalistic standards, identifying potential biases, and cross-referencing information with reputable sources.
  • Fact-checking techniques: Providing practical guidance on how to verify information encountered online and identify common indicators of misinformation, such as manipulated images, misleading headlines, and emotionally charged language.
  • Understanding the spread of misinformation: Exploring the mechanisms by which misinformation spreads online, including the role of social media algorithms, bot accounts, and echo chambers. This will help individuals understand the broader context of the information they encounter.
  • The impact of misinformation on human rights: Highlighting the real-world consequences of misinformation and disinformation, including the erosion of trust in institutions, the spread of harmful stereotypes, and the incitement of violence and discrimination.

The BC Human Rights Commissioner’s office aims to collaborate with various community organizations, educational institutions, and media outlets to disseminate the campaign’s resources widely and foster a culture of informed critical thinking. The long-term goal is to create a more resilient information ecosystem that protects human rights and promotes informed civic engagement.

Govender expressed hope that the campaign will empower individuals to become responsible consumers and sharers of information, ultimately contributing to a more just and equitable society. The initiative underscores the importance of collective action in combating the insidious threat of misinformation and disinformation and protecting the fundamental rights of all British Columbians. By providing individuals with the tools to navigate the complex information landscape, the campaign aims to foster a society that is more resistant to manipulation and better equipped to uphold the principles of human dignity and equality.
