Armenia Rejects Azerbaijani Accusations of Border Shooting, Underscoring Need for Joint Investigation Mechanism

YEREVAN, Armenia – Tensions continue to simmer between Armenia and Azerbaijan as the Armenian Ministry of Defence categorically refuted recent accusations by its Azerbaijani counterpart, alleging cross-border firing. Azerbaijan’s Ministry of Defence claimed that Armenian armed forces targeted their positions in the eastern sector of the shared border on March 18th between 4:40 p.m. and 6:30 p.m. Armenia swiftly dismissed these claims as "disinformation," asserting that no such incident occurred. This latest exchange of accusations underscores the fragile nature of the ceasefire agreement between the two nations and highlights the urgent need for a reliable mechanism to investigate such incidents.

The Armenian Ministry of Defence’s statement emphasized that the accusations lacked any factual basis. "The claim made by the Ministry of Defence of Azerbaijan… does not correspond to reality," the statement declared. This denial reflects Armenia’s consistent position that Azerbaijan has yet to provide any credible evidence to support its claims of Armenian aggression. This pattern of unsubstantiated accusations further fuels mistrust between the two countries and obstructs genuine efforts towards establishing lasting peace in the region.

Armenia, demonstrating its commitment to transparency and accountability, reiterated its readiness to thoroughly investigate any alleged ceasefire violations, provided Azerbaijan furnishes concrete evidence. The Armenian Ministry of Defence affirmed its willingness to examine any supporting facts that Azerbaijan might possess regarding the purported March 18th incident. This proactive stance underscores Armenia’s commitment to upholding the ceasefire and seeking peaceful resolution of disputes, contrasting sharply with Azerbaijan’s apparent reliance on unsubstantiated allegations.

The core issue hindering progress in resolving these recurring disputes is the absence of a jointly agreed-upon mechanism for investigating ceasefire violations. Armenia has consistently advocated for the establishment of such a mechanism, proposing a joint Armenia-Azerbaijan body to impartially investigate and address all claims of ceasefire breaches. This initiative, proposed by the Armenian Prime Minister’s office, seeks to introduce a level of transparency and accountability currently lacking in the bilateral dialogue.

Azerbaijan’s continued failure to respond to this proposal is deeply concerning. By refusing to engage with this constructive initiative, Azerbaijan hinders the development of a robust framework for managing border incidents and preventing escalation. The establishment of a joint mechanism is crucial not only for addressing specific incidents but also for building trust and fostering a conducive environment for meaningful peace negotiations.

The international community plays a vital role in facilitating meaningful dialogue between Armenia and Azerbaijan. Continued efforts are needed to urge both sides to refrain from inflammatory rhetoric and engage in constructive dialogue. The establishment of a joint investigation mechanism, as proposed by Armenia, should be actively promoted by international actors. This mechanism would serve as a critical tool for de-escalation, enhancing transparency, and building confidence between the two nations. Ultimately, a sustained commitment to peaceful resolution from both sides, supported by the international community, is essential for achieving lasting peace and stability in the region. The current situation, characterized by recurring accusations and denials, underscores the fragility of the ceasefire and the urgency for implementing effective measures to prevent further escalation.
