Azerbaijan Denies Armenian Allegations of Civilian Casualties and Property Damage

Baku – The Azerbaijani Ministry of Defense has vehemently denied accusations leveled by the Armenian side regarding an alleged attack on the Khaznavar settlement. Armenia’s Defense Ministry claimed that Azerbaijani forces opened fire on the village between 00:10 and 01:00 on May 30th, resulting in damage to a residential building and the death of livestock. Azerbaijan’s Defense Ministry categorically refuted these claims, labeling them as "completely false" and reiterating its commitment to avoiding civilian harm. This latest incident adds to a string of accusations and counter-accusations between the two nations, highlighting the deep-seated mistrust that continues to plague the region.

The disputed Nagorno-Karabakh region, internationally recognized as part of Azerbaijan, has been a source of conflict between Armenia and Azerbaijan for decades. A bloody war erupted in the early 1990s, resulting in Armenian forces taking control of the region and surrounding territories. A fragile ceasefire held for over two decades until renewed fighting broke out in 2020, culminating in a decisive Azerbaijani victory that restored much of its lost territory. However, tensions remain high, and sporadic clashes continue to occur along the Line of Contact and the internationally recognized border.

The recent allegation by Armenia comes at a sensitive time, as both countries are engaged in complex negotiations aimed at achieving a lasting peace agreement. The exchange of accusations risks undermining these efforts and further exacerbating tensions. International observers have called on both parties to exercise restraint and engage in constructive dialogue to de-escalate the situation. The conflicting narratives surrounding the alleged incident underscore the urgent need for an independent investigation to ascertain the facts and prevent further escalation.

Azerbaijan’s Defense Ministry maintains that its forces adhere strictly to international humanitarian law and take all necessary precautions to avoid civilian casualties. It accuses Armenia of spreading disinformation to sabotage the ongoing peace process and deflect attention from its own alleged violations. The ministry has urged the international community to condemn Armenia’s "provocative actions" and support Azerbaijan’s efforts to establish lasting peace and stability in the region.

The ongoing dispute between Armenia and Azerbaijan not only poses a threat to regional security but also hinders economic development and cooperation. The two countries remain locked in a cycle of mistrust, making it difficult to address pressing issues such as the demarcation and delimitation of the border, the return of displaced populations, and the establishment of transport and communication links. Resolving these complex issues requires a commitment from both sides to engage in good-faith negotiations and refrain from inflammatory rhetoric.

The international community has a crucial role to play in facilitating dialogue and promoting a peaceful resolution to the conflict. Mediation efforts by organizations such as the OSCE Minsk Group, co-chaired by France, Russia, and the United States, have been instrumental in bringing the parties to the negotiating table. However, more concerted efforts are needed to overcome the deep-seated distrust and build confidence between Armenia and Azerbaijan. A lasting peace in the South Caucasus requires a comprehensive approach that addresses the root causes of the conflict and promotes regional cooperation. This includes addressing humanitarian concerns, fostering economic development, and promoting people-to-people contacts to build bridges between the two societies.
