AMARAVATI: Andhra Pradesh IT Minister Nara Lokesh on Wednesday strongly defended the state government’s decision to establish a colossal data centre ecosystem in Visakhapatnam, directly countering what he termed a “deliberate misinformation campaign” regarding the environmental and water requirements of these critical digital facilities. Addressing the state Assembly during a high-stakes question hour, Lokesh took exception to the sector’s characterization as a water-guzzler, arguing that the current projections are based on flawed assumptions and outdated technological parameters. The Minister confirmed that the state, under the leadership of Chief Minister N Chandrababu Naidu, has successfully achieved the clear-cut ceiling of 6.5 GigaWatts (GW) of data centre capacity allocation – a figure that represents the total approved IT load capacity. He revealed that once this entire proposed ecosystem becomes fully operational, based on prevailing cooling and processing technologies, it will require an estimated 3 TMC (Thousand Million Cubic Feet) of water annually. Breaking down the figure, Lokesh emphasized that this volume is markedly less than what traditional heavy industries, such as steel, fertilizer, or power generation, consume. He questioned the selective scrutiny directed at data centres, arguing that the state’s industrial history has always involved water allocation, yet the digital sector is being held to a different and harsher standard without substantial scientific basis. “There is an intentional effort to mislead the public on this matter,” he asserted, vowing that the government will not be swayed by baseless allegations while simultaneously committing to a framework that prioritizes only those companies demonstrating strong environmental responsibility. He further argued that the deployment of renewable energy for this digital backbone is not a cost but an investment in India’s future technological autonomy, transforming Visakhapatnam from a traditional port city into a premier digital geopolitical outpost.

At the heart of the controversy lies the stubborn debate over water consumption, and Lokesh directly dismantled the ‘misinformation’ narrative by contrasting it with existing industrial benchmarks. He clarified the state’s water budget, explaining that Polavaram was designed to create a massive surplus through its irrigation and drinking water network. The Minister underscored that the government is sworn to protect the interests of Visakhapatnam’s residents and will not permit a single drop of water earmarked for urban domestic use to be diverted towards these centres. “The industrial grid and the domestic grid are separate entities in our planning. They will not intersect,” Lokesh asserted. He announced a crucial timeline: the government is fully committed to completing the gravity-based drinking water supply system from the Polavaram project to Visakhapatnam within the next 18 months. This gravity-based mechanism is critical because unlike lift-irrigation systems, which are energy-intensive and prone to operational failures and power outages, gravity systems leverage topographical elevation to deliver water reliably and cost-effectively. Once operational, this system will not only feed the city’s growing domestic needs but will also create a robust industrial surplus. To cater specifically to the data centre zone, the government is laying dedicated pipelines that will connect these high-consumption facilities directly to the primary reservoirs. This dedicated infrastructure ensures a steady, uninterrupted supply for critical digital operations while insulating the public distribution network from industrial load fluctuations. Lokesh also addressed agricultural concerns, reiterating that the irrigation allocation remains untouchable, and framed the data centre usage as a secondary, high-value use of industrial water that will generate tax revenue and employment, in turn funding more water infrastructure for farmers and expanding the overall water security net for every citizen of the state.

Recalling the strategic foresight of Chief Minister N Chandrababu Naidu, Lokesh underscored that the 6.5 GW ceiling is not an arbitrary figure but a meticulously calculated target based on grid stability, land availability, and hydrological resources.
