Meta’s Abandonment of Fact-Checking Raises Concerns About Disinformation Targeting Latino Communities During the 2024 US Election

The 2024 US election cycle witnessed a surge in disinformation campaigns specifically targeting Spanish-speaking communities, highlighting the vulnerability of this demographic to online manipulation. A new report, "Platform Response to Disinformation during the US Election 2024," analyzes the actions taken by major online platforms, including Facebook, Instagram, TikTok, X (formerly Twitter), and YouTube, to combat Spanish-language disinformation aimed at Latino audiences. The report’s findings raise serious concerns about the efficacy of current content moderation strategies and the potential consequences of Meta’s decision to discontinue its third-party fact-checking program.

The study examined disinformation debunked by certified fact-checkers in Spanish during the four months leading up to the election. Alarmingly, more than half of the debunked content received no visible action from the platforms. While Facebook boasted the highest rate of visible action (74%), the overall response across platforms was inadequate, with X and YouTube lagging significantly behind at 24% and 19%, respectively. This lack of intervention allowed disinformation narratives, often related to immigration, crime, and the candidates themselves, to proliferate unchecked, potentially influencing voter perceptions and electoral outcomes.

A concerning trend emerged regarding the platforms’ handling of Spanish-language disinformation compared to English-language content. Counterintuitively, Spanish-language disinformation received, on average, almost 20% more visible actions than English-language content. However, this disparity was largely driven by Facebook’s significantly higher intervention rate on Spanish posts, masking the overall lackluster performance of other platforms. This finding underscores the disproportionate reliance on Facebook for addressing Spanish-language disinformation and the potential for a significant gap in content moderation if other platforms fail to step up their efforts.

The report also reveals the limited impact of X’s "Community Notes" feature, which accounted for nearly half of X’s actions but addressed only 12% of the identified disinformation. This raises questions about the effectiveness of crowdsourced fact-checking as a primary moderation tool. Additionally, the study found that X hosted the vast majority of the most viral disinformation posts that received no platform action, further highlighting the platform’s vulnerability to the spread of false narratives. The prevalence of inaction on these highly visible posts underscores the urgency of implementing more effective content moderation strategies.

The decision by Meta CEO Mark Zuckerberg to eliminate professional fact-checkers and replace them with a community-driven system similar to X’s "Community Notes" has sparked widespread criticism. Fact-checking organizations worldwide have condemned the move, arguing that it jeopardizes the fight against online misinformation. The timing of this decision is particularly concerning in light of the persistent and targeted disinformation campaigns aimed at vulnerable communities, such as Latino voters. While not without its flaws, the existing fact-checking system provided a crucial layer of defense against the spread of false information, a defense now being dismantled.

The report concludes by highlighting the urgent need for robust and proactive interventions by platforms to combat disinformation, especially in languages other than English. While the study found that platforms performed slightly worse in addressing US election disinformation compared to the 2024 EU elections, possibly due to the regulatory pressures imposed by the Digital Services Act, the overall trend is worrying. The abandonment of independent fact-checking by Meta, coupled with the inadequate responses of other platforms, creates a dangerous vacuum in which disinformation can thrive. Protecting the integrity of information, particularly for vulnerable communities like Latino voters, requires a concerted effort by platforms, fact-checkers, and regulators to develop and implement effective content moderation strategies.
