Meta’s Abandonment of Fact-Checking: A Threat to Information Integrity in the 2024 US Elections

The 2024 US election cycle witnessed a surge in disinformation targeting Spanish-speaking communities, highlighting the vulnerability of these demographics to online manipulation. This concerning trend underscores the critical need for robust fact-checking mechanisms on social media platforms, particularly given the increasing reliance on these platforms as news sources by Hispanic Americans. Meta’s recent decision to abandon its third-party fact-checking program in favor of a community notes system, similar to that employed by X (formerly Twitter), raises serious concerns about the future of online information integrity. Critics, including a coalition of over 125 fact-checking organizations, argue that this move represents a significant step backward in the fight against disinformation.

A new report, "Platform Response to Disinformation during the US Election 2024," analyzes the responses of major online platforms, including Facebook, Instagram, TikTok, X, and YouTube, to debunked disinformation targeting Latino audiences in the lead-up to the election. The findings reveal a concerning landscape where more than half of the identified disinformation received no visible action from the platforms. While Facebook and Instagram demonstrated relatively higher rates of intervention, with Facebook leading at 74% and Instagram at 59%, the overall response remains inadequate. TikTok, X, and YouTube lagged behind, with visible actions on only 32%, 24%, and 19% of disinformation content, respectively. The prevalence of inaction, particularly on X, where 19 of the 20 most viral disinformation posts received no response, underscores the urgent need for more effective content moderation strategies.

The study highlights the disproportionate targeting of presidential candidates by disinformation campaigns, with 49% of the analyzed content focusing on Donald Trump, Kamala Harris, and their running mates. Furthermore, the report identifies "Migration" as the second most prominent topic, accounting for 19% of the disinformation. These findings demonstrate the strategic use of disinformation to manipulate public opinion on key election issues and undermine trust in the democratic process. The prevalence of disinformation narratives falsely linking Hispanic communities to criminal activity, spreading misinformation about migration policies, and promoting unfounded claims of voter fraud by undocumented migrants further emphasizes the vulnerability of these communities to online manipulation.

Surprisingly, the study reveals that disinformation in Spanish received slightly more visible actions (19.7%) than disinformation in English across all platforms. However, this disparity is largely driven by Facebook’s significantly higher action rate on Spanish-language content, demonstrating the potential effectiveness of dedicated efforts to combat disinformation targeting specific language communities. This finding underscores the potential negative impact of Meta’s shift away from professional fact-checking, especially considering the apparent success of their previous efforts in addressing Spanish-language disinformation.

The report also reveals a concerning decline in platform responsiveness compared to a similar study conducted during the 2024 European Union parliamentary elections. The observed 12% decrease in visible actions on US election disinformation suggests that the regulatory pressure exerted by the Digital Services Act in Europe may play a crucial role in incentivizing platforms to take more proactive measures against disinformation. This comparison highlights the importance of robust regulatory frameworks in holding social media companies accountable for the spread of harmful content on their platforms.

Meta’s decision to abandon independent fact-checking comes at a particularly precarious time. The increasing prevalence of disinformation targeting vulnerable communities, coupled with the demonstrated effectiveness of fact-checking in mitigating its impact, makes this decision all the more concerning. While the community notes approach offers a potential alternative, the study’s findings indicate that it is not yet a sufficient replacement for professional fact-checking. The lack of consistent and effective action against disinformation on platforms like X, which heavily relies on community notes, underscores the limitations of this approach. To ensure information integrity, particularly during election cycles, robust, proactive interventions by fact-checkers, combined with comprehensive content moderation systems, are essential.
