Increased Disinformation Targeting Ukraine Observed in France

Pro-Russian Disinformation Campaign Targets France, Seeks to Undermine Western Support for Ukraine

KYIV, Ukraine – A sophisticated disinformation campaign originating from pro-Russian sources is actively targeting French-speaking audiences, aiming to erode public support for Ukraine and shift blame for the ongoing conflict onto the West, according to the Center for Countering Disinformation (CCD) under Ukraine’s National Security and Defense Council. This campaign employs a range of manipulative tactics, including spreading false narratives, discrediting Ukrainian leadership, and leveraging social media platforms to disseminate misleading content.

The CCD has identified several key pro-Russian narratives circulating within French-language online spaces. These include claims that France is exacerbating the war, that Western nations are profiting from arms sales while Ukrainians suffer the consequences, and that the West bears ultimate responsibility for the conflict. Such narratives, the CCD warns, are intentionally crafted to sow discord and undermine the international coalition supporting Ukraine’s defense against Russian aggression.

The disinformation campaign appears to be multifaceted, utilizing various platforms and strategies. The CCD specifically highlighted the involvement of the "Pravda" network, a known propaganda outlet previously flagged by the Center, in disseminating these manipulative messages. This network, operating in French, actively promotes pro-Russian viewpoints and disseminates distorted information aimed at influencing public opinion. Furthermore, the CCD has identified a targeted effort to discredit Ukrainian President Volodymyr Zelenskyy. False reports alleging extravagant purchases of luxury properties in France, specifically a hotel in Courchevel and a villa on the island of Saint Barthélemy, have been widely circulated. The CCD has categorically debunked these claims, emphasizing their fabricated nature and malicious intent.

The campaign’s exploitation of social media platforms is also a significant concern. In early January, the CCD reported a surge in AI-generated images and videos depicting purported "Ukrainian military" personnel being shared on TikTok. These deepfake creations, often difficult to distinguish from authentic footage, further contribute to the spread of misinformation and can be used to manipulate public perception of the conflict. The use of such advanced technologies represents a troubling escalation in the disinformation tactics employed by pro-Russian actors.

The CCD’s findings underscore the sophisticated and evolving nature of disinformation campaigns surrounding the war in Ukraine. The targeting of specific linguistic and cultural groups, like the French-speaking community, highlights the tailored approach taken by these campaigns. The use of emotionally charged narratives, combined with the dissemination of fabricated information and manipulation of social media platforms, poses a significant challenge to accurate reporting and informed public discourse.

The CCD continues to monitor and expose these disinformation campaigns, urging individuals to remain vigilant and critical of information encountered online. The Center emphasizes the importance of consulting reliable news sources and fact-checking platforms to verify information before sharing it. This active approach to media literacy is crucial in mitigating the impact of disinformation and ensuring that accurate and unbiased information about the conflict reaches the public. The CCD’s ongoing efforts to identify and expose these campaigns play a vital role in countering the manipulative narratives aimed at undermining support for Ukraine and distorting the understanding of the conflict’s origins and consequences.
