UK Government Launches Review into Social Media’s Impact on Youth Wellbeing, Considers Under-16 Ban

The UK government has initiated a comprehensive review to investigate the effects of social media on the wellbeing of young people, with Technology Secretary Peter Kyle warning that a ban on social media access for children under 16 is a potential outcome if platforms fail to prioritize their duty of care. This move comes amid escalating global concerns regarding the potential negative consequences of social media use among children, including links to depression, self-harm, eating disorders, and exposure to inappropriate content. The increasing pressure on governments worldwide to intervene and regulate access for younger users has led to various proposed measures, including Australia’s pledge to ban social media for under-16s and discussions within the former UK government about a potential smartphone ban for the same age group.

The newly announced UK study aims to provide robust evidence to inform Ofcom’s regulatory oversight of digital spaces. It builds upon a 2019 review conducted by the UK’s Chief Medical Officers (CMOs), which explored the relationship between children’s mental health and screen time. While the CMOs’ review identified an association between mental health problems and excessive device use, it stopped short of establishing a definitive causal link. Further research by Prof. Jonathan Haidt suggests a significant shift in young people’s mental health between 2010 and 2015, coinciding with the widespread adoption of smartphones.

Technology Secretary Peter Kyle emphasized the government’s commitment to online child safety, stating that the research will "build the evidence base we need to keep children safe online." The initiative follows the passage of the Online Safety Act last year, which empowers Ofcom to impose penalties on social media companies and digital content providers that host harmful material accessible to children. Ofcom has since been actively gathering input to determine the most effective methods for enforcing the Act’s provisions.

To further guide Ofcom’s approach, the tech secretary has outlined a set of key enforcement priorities. These encompass five crucial areas: integrating safety measures into platform design; promoting transparency and accountability among platforms; maintaining regulatory agility to address emerging harms, such as those posed by artificial intelligence (AI); fostering an inclusive and resilient digital environment; and incorporating new technologies into Ofcom’s regulatory framework.

Kyle stressed the government’s commitment to prioritizing online child safety, highlighting the significance of these priorities in monitoring progress, gathering evidence, fostering innovation, and addressing legislative gaps. This announcement comes amid growing calls for stricter regulation of social media companies, particularly after a 2021 Wall Street Journal report revealed internal Meta documents allegedly showing the company’s awareness of Instagram’s negative impact on teenage girls.

In response to mounting concerns, Meta has implemented enhanced parental controls on its platforms and recently collaborated with British tech firm Yoti to strengthen its age verification systems. In July, Ofcom imposed a substantial fine on TikTok, the Chinese-owned social media app, for providing inaccurate parental controls data, signaling the watchdog’s readiness to take action against non-compliant social media companies. The UK government’s review and potential ban underscore the growing international focus on protecting children in the digital age. The outcomes of this review will likely shape future policies and regulations aimed at mitigating the risks associated with social media use among young people.
