China Cracks Down on Scientific Misinformation with Revised Law and Enhanced Monitoring

Beijing – Chinese authorities are stepping up their efforts to combat the spread of scientific misinformation, leveraging a newly revised law and enhanced monitoring systems to ensure the accuracy and integrity of science communication across various platforms. This initiative comes amid growing concerns about the proliferation of false or misleading information disguised as scientific knowledge, particularly in the online sphere. Officials emphasized the importance of upholding scientific accuracy in popularizing science and technology, stressing the role of online platforms in curbing the dissemination of misinformation. The revised Science and Technology Popularization Law, enacted in December, provides a legal framework for this crackdown, mandating that all science-related information and products be scientifically sound and free from misinformation.

The Ministry of Science and Technology, in conjunction with other relevant bodies like the China Association for Science and Technology (CAST) and the National Health Commission, is leading the charge against scientific misinformation. A national platform established in 2019 is playing a crucial role in this endeavor, employing a comprehensive mechanism to detect, identify, evaluate, and dispel misinformation, with a rapid response capability for addressing public rumors within 24 hours. This platform collaborates with various academic societies to debunk prevalent scientific myths and misconceptions, reaching a wide audience with accurate information.

The revised law empowers authorities to take swift action against the dissemination of scientific misinformation. Enhanced monitoring and evaluation of science and technology-related content, particularly online, will be implemented. Online platforms are being held accountable for the information they host, with a clear responsibility to remove illegal content and misinformation related to science and technology. Specific targets of this crackdown include fake doctors and those promoting unverified medical products or treatments through livestreams, which have become increasingly popular channels for disseminating health-related misinformation.

Addressing the digital divide and ensuring access to accurate scientific information for vulnerable populations are also key components of this initiative. Officials recognized the challenges faced by senior citizens and people with disabilities in accessing crucial information, especially in areas like health, telecommunications, smart technology, and emergency services. With the scientific literacy rate among older adults significantly lower than the national average, targeted efforts are being made to bridge this gap. Training programs focusing on smartphone usage and financial literacy will be provided to empower senior citizens in the digital landscape.

Recognizing the unique needs of senior citizens, authorities are developing specialized resources to provide them with accurate and accessible scientific information. China Science Communication, a prominent platform for disseminating high-quality science content, will be tailored to address topics relevant to older adults, including disease prevention, diet, and health. This customized approach aims to equip senior citizens with the knowledge necessary to make informed decisions about their health and well-being, combating misinformation that can have detrimental consequences.

The initiative also emphasizes the importance of engaging experienced scientists and technicians in science popularization efforts. Their involvement not only addresses personnel shortages in the field but also leverages their expertise to ensure the accuracy and credibility of the information disseminated. By tapping into the wealth of knowledge and experience possessed by senior scientists, China aims to elevate the quality of science communication and foster a greater understanding of scientific principles among the public. This comprehensive approach combines legal frameworks, technological tools, targeted outreach programs, and the expertise of seasoned scientists to combat the pervasive issue of scientific misinformation and promote a scientifically literate society.
