Global Standards Needed for Online Content Moderation to Combat Disinformation.

Philippine Government Urges Congressional Action to Combat Online Disinformation and Hate Speech

MANILA, Philippines – In a compelling appeal to Congress, Presidential Communications Office (PCO) Secretary Jay Ruiz urged lawmakers to enact legislation that aligns the country’s social media content moderation policies with established international standards. Speaking at a House of Representatives Tri-Committee inquiry focused on the pervasive issue of fake news, Secretary Ruiz emphasized the urgent need for a robust legal framework to combat online disinformation, hate speech, and harmful content while simultaneously safeguarding freedom of expression. He proposed the European Union’s Digital Services Act as a potential model for the Philippines, highlighting its comprehensive approach to regulating online platforms.

The PCO Secretary underscored the challenges posed by the absence of local offices for many major social media platforms operating in the Philippines. This lack of physical presence, he argued, impedes effective content moderation and enforcement, leading to protracted delays in addressing complaints and removing harmful posts. Specifically citing platforms like TikTok and YouTube, Secretary Ruiz stressed the need for these companies to establish a local presence to facilitate more efficient collaboration with Philippine authorities in tackling online misinformation. He advocated for increased platform self-regulation and proposed a collaborative framework involving the PCO, the Department of Justice (DOJ), and the Department of Information and Communications Technology (DICT) to proactively identify and address fake news. This inter-agency approach, he suggested, could streamline the process of identifying and removing malicious content, thereby enhancing the government’s ability to combat online disinformation.

Secretary Ruiz painted a stark picture of the detrimental effects of unchecked fake news, hate speech, and readily accessible explicit content, warning that these factors contribute to societal divisions and polarization among Filipinos. He expressed concern over the increasing prevalence of online conflicts fueled by misinformation, emphasizing the negative impact on national unity. He cautioned that the younger generation, who spend significant time in the digital realm, are particularly vulnerable to the insidious influence of online disinformation. He urged immediate action, emphasizing that the fight against fake news should be a national priority, comparable to previous government campaigns against illegal drugs.

Drawing a parallel to the government’s efforts to combat illegal drugs, Secretary Ruiz positioned the fight against fake news as a crucial national imperative. He stressed the importance of addressing the root causes of online misinformation and emphasized the long-term consequences of inaction, particularly on the younger generation. The PCO Secretary cautioned that continuous exposure to disinformation and negative content can have a detrimental impact on the development and worldview of young Filipinos, potentially shaping their perceptions of reality and fostering distrust in established institutions.

The vulnerability of younger generations to online disinformation was a recurring theme in Secretary Ruiz’s address. He highlighted the increasing amount of time children and adolescents spend in the digital space, making them susceptible to the manipulative tactics employed by purveyors of fake news. He painted a concerning scenario of a future generation of Filipinos whose understanding of the world is distorted by constant exposure to lies and negativity, potentially leading to societal fragmentation and a decline in critical thinking skills. He emphasized the need to equip young people with the tools and knowledge to discern credible information from fabricated narratives, fostering media literacy and critical thinking skills as essential safeguards against online manipulation.

Secretary Ruiz concluded his appeal with a powerful call for national unity in the face of the fake news menace. He urged all stakeholders, including government agencies, social media platforms, and individual citizens, to work together to combat the spread of disinformation. He characterized fake news as the true enemy, emphasizing the need to overcome internal divisions and prioritize the collective fight against misinformation. He called for a concerted effort to protect the integrity of the online space and safeguard the future of the nation by empowering Filipinos with the critical thinking skills necessary to navigate the digital landscape and resist manipulation. He emphasized the importance of collaboration and a shared commitment to upholding truth and accuracy in the digital age, presenting a vision of a united front against the corrosive effects of fake news.
