Russia Exploits US Disinformation Retreat to Escalate Propaganda War in Ukraine

Disinformation experts are raising serious concerns about Russia’s intensified propaganda campaign in Ukraine following the US government’s decision to drastically cut funding for initiatives countering foreign disinformation. The Trump administration’s cuts to foreign assistance, including funds earmarked for independent media support, coupled with the defunding of US broadcasting services like Voice of America and Radio Free Europe, have created a vacuum that Russia is actively exploiting. Experts warn that these cuts represent a significant victory for Russia in the information war and leave Ukraine vulnerable to manipulation and destabilization. Nina Jankowicz, a disinformation expert and author, characterized the cuts as “nails in the coffin” of counter-disinformation efforts, providing a clear advantage to nations like Russia.

The consequences of these funding cuts are already being felt on the ground in Ukraine. Muhammad Tahir, a senior fellow at the Atlantic Council’s Eurasia Center, has documented a surge in Russian disinformation campaigns aimed at eroding trust in Ukrainian institutions and sowing confusion among both soldiers and civilians. One striking example involved the aftermath of a missile strike on a children’s playground in Kryvyi Rih. Russia’s Defense Ministry swiftly and falsely claimed the strike targeted a gathering of Ukrainian military commanders, creating doubt and spreading misinformation within Ukraine and internationally.

This incident highlights a broader pattern of Russian tactics designed to manipulate public perception. In Sumy, Russian-linked Telegram channels spread false health alerts, warning of a fictitious disease among Ukrainian soldiers. This misinformation campaign created fear and distrust, potentially facilitating Russian advances in the region. These examples underscore the evolving nature of disinformation campaigns, leveraging readily available platforms like Telegram and social media to spread false narratives and undermine Ukrainian morale.

The sophistication of these campaigns extends to the creation of seemingly local news sources that subtly promote pro-Kremlin propaganda. In Mykolaiv, a Telegram channel called “Truthful Mykolaiv” presents itself as a local news outlet while subtly amplifying Russian narratives. This tactic involves using familiar language and a measured tone to build trust, making the disinformation all the more insidious. Experts like Tahir argue that such strategies are intentionally designed to paralyze judgment, provoke panic, and destabilize the nation from within.

The US funding cuts have further exacerbated this vulnerability by weakening Ukraine’s independent media landscape. With nine out of ten Ukrainian media outlets relying on subsidies, primarily from USAID, the funding cuts threaten the survival of these crucial sources of information. Reporters Without Borders (RWB) has warned that this vacuum may force Ukrainian media outlets to seek alternative funding sources with potential ties to actors seeking to influence their editorial independence. This creates a fertile ground for the spread of disinformation, making it even harder to counter Russian propaganda.

The closure of the State Department’s Counter Foreign Information Manipulation and Interference (R/FIMI) hub adds another layer of concern. The hub, designed specifically to expose foreign disinformation campaigns, particularly from Russia and China, has been dismantled by the Trump administration under the premise of protecting free speech. Jankowicz, who testified before Congress on the matter, believes that the closure is a gift to Russia, eliminating a critical tool in the fight against foreign interference. She argued that while the hub was not without its flaws, its dismantling has left a significant gap in the US’s ability to counter disinformation campaigns effectively. The combination of these factors paints a grim picture for the information landscape in Ukraine and beyond. The US retreat from counter-disinformation efforts has created a permissive environment for Russia to escalate its propaganda campaigns, undermining trust, sowing confusion, and potentially destabilizing entire regions.
