European Parliament Condemns Russia’s Historical Revisionism and Disinformation Campaign in Support of Ukraine War

STRASBOURG – In a resounding condemnation of Russia’s ongoing aggression against Ukraine, the European Parliament adopted a comprehensive resolution denouncing the Kremlin’s manipulation of historical narratives to justify its illegal war. The resolution, titled "Russia’s disinformation and historical falsification to justify its war of aggression against Ukraine," received overwhelming support with 480 Members of the European Parliament (MEPs) voting in favor. This decisive action underscores the growing international concern over Russia’s systematic disinformation campaign and its attempts to rewrite history to legitimize its military actions.

The resolution explicitly rejects the Kremlin’s distortion of historical facts, recognizing these manipulations as a calculated strategy to undermine Ukraine’s national identity and sovereignty. MEPs emphasized that Russia’s exploitation of historical narratives, particularly those related to shared Soviet history, serves as a dangerous tool to revive imperialist ambitions and fuel its aggression. The resolution explicitly condemns the impunity historically enjoyed by the Soviet regime for its crimes, a narrative often exploited by the Kremlin to diminish the historical realities of Ukrainian oppression.

The European Parliament’s resolution calls for a robust and coordinated response from the European Union to counter the pervasive threat of Russian disinformation. It urges EU institutions and member states to actively promote media literacy among citizens, bolster independent and quality journalism, and strengthen existing sanctions against Russian state-controlled media outlets actively spreading propaganda. Furthermore, the resolution advocates for increased support for independent Russian media organizations operating in exile, recognizing their vital role in providing alternative perspectives and countering the Kremlin’s narrative control within Russia. This multi-pronged approach aims to build resilience against disinformation within the EU and offer alternative sources of information to those within Russia.

The resolution specifically highlights the concerns surrounding the recent weakening of content moderation policies on prominent social media platforms like Meta and X (formerly Twitter). These changes, according to the European Parliament, create a fertile ground for the spread of Kremlin-backed propaganda and disinformation. The resolution urges the European Commission and member states to rigorously enforce the provisions of the Digital Services Act (DSA), a landmark piece of legislation designed to hold online platforms accountable for the content they host. By emphasizing the importance of the DSA, the European Parliament seeks to ensure that online platforms actively combat the dissemination of disinformation and contribute to a safer and more transparent online environment.

Ukrainian MP Yaroslav Yurchyshyn, chairman of the Parliamentary Committee on Freedom of Speech, lauded the European Parliament’s resolution as a crucial step in exposing the inherently criminal nature of the "Russian world" ideology, a concept employed by the Kremlin to justify its expansionist policies. Yurchyshyn emphasized the significance of international recognition of Russia’s manipulative tactics and stressed the importance of continued pressure on all available platforms to counter the Kremlin’s aggression. He framed the resolution as part of a broader effort to "make Russia small again," echoing a growing sentiment of holding Russia accountable for its actions and confining its influence within internationally recognized borders.

The European Parliament’s resolution builds upon previous acknowledgements of Russia’s systematic use of disinformation, cyberattacks, manipulation of public opinion, and interference in elections across the globe. This consistent pattern of malicious behavior, documented by various international organizations and intelligence agencies, reinforces the need for a united and comprehensive response to address the threat posed by the Kremlin’s disinformation machinery. The resolution serves as a strong signal of European solidarity with Ukraine and a firm commitment to combating disinformation and defending democratic values in the face of Russian aggression. The European Parliament’s resolution underscores the importance of international cooperation in addressing the complex challenges posed by state-sponsored disinformation campaigns and defending the integrity of historical narratives.
