European Parliament Condemns Russia’s Historical Revisionism in Justification of Ukraine War

STRASBOURG – In a resounding condemnation of Russia’s ongoing aggression against Ukraine, the European Parliament adopted a resolution on Thursday, September 14, 2023, denouncing the Kremlin’s systematic manipulation of historical narratives to legitimize its illegal war. MEPs unequivocally rejected Moscow’s attempts to distort historical facts, undermine Ukrainian sovereignty, and erase Ukraine’s distinct national identity. The resolution emphasizes the dangers of such historical revisionism, not only in fueling the current conflict but also in posing a broader threat to regional stability and the international rules-based order. Parliament calls on the EU and its member states to actively counter disinformation campaigns and promote accurate historical accounts while supporting Ukraine’s efforts to preserve its cultural heritage and historical memory.

The resolution highlights a pattern of manipulative tactics employed by the Russian regime, including the distortion of historical events, the misrepresentation of cultural ties, and the denial of Ukraine’s right to self-determination. MEPs specifically pointed to the Kremlin’s false claims about the historical unity of Russia and Ukraine, the portrayal of the Ukrainian government as a "Nazi regime," and the justification of the invasion as a "liberation" effort. These narratives, the Parliament argues, are not only historically inaccurate but also serve as a pretext for the ongoing violence and destruction in Ukraine. The resolution underscores the importance of upholding historical truth and combating disinformation as crucial components of supporting Ukraine’s sovereignty and territorial integrity.

The European Parliament expressed deep concern over the devastating impact of Russia’s historical revisionism on Ukrainian society, particularly the erosion of trust in institutions, the deepening of societal divisions, and the psychological trauma inflicted on the Ukrainian people. The resolution further encourages the EU to collaborate with international partners, including NATO and the G7, to strengthen collective resilience against disinformation and defend democratic values. Parliament also called for increased funding for research and education programs focused on combating historical revisionism and promoting accurate historical narratives.

The resolution concludes with a firm commitment to supporting Ukraine’s efforts to preserve its historical memory and cultural heritage. MEPs pledged to continue providing financial and technical assistance to Ukrainian institutions working to document war crimes, protect cultural sites, and promote historical awareness. The Parliament called for the establishment of an international mechanism to document and investigate the destruction of cultural heritage in Ukraine, with the aim of holding perpetrators accountable. Finally, the resolution reaffirmed the European Parliament’s unwavering support for Ukraine’s sovereignty, independence, and territorial integrity within its internationally recognized borders and its right to choose its own future.
