"Election Umbrella" Deployed to Combat Disinformation and Foreign Interference
In anticipation of upcoming presidential elections, the Polish government has launched "Election Umbrella," a comprehensive plan to protect the electoral process from disinformation, foreign influence, and cyber threats. This initiative comes in response to growing concerns about Russian interference and escalating disinformation campaigns targeting Polish society. The program encompasses a multi-faceted approach, including social media analysis, real-time citizen reporting of suspicious content, monitoring of electoral silence violations, and mapping of illegal campaign financing. Educational materials and videos aim to equip citizens with the tools to identify and counter disinformation tactics. The Ministry of Digitalisation, in collaboration with the Ministry of the Interior and Administration and the Internal Security Agency, will spearhead these efforts. The Internal Security Agency will also play a crucial role in countering intelligence, diversionary, and terrorist threats, monitoring cyberspace, and assessing the security of election committees’ ICT networks.

WZŁ-2, also a PGZ member, focuses on C2 systems and components, complementing PIT-RADWAR’s existing portfolio. The merger will involve an increase in PIT-RADWAR’s share capital and the absorption of WZŁ-2’s assets. Polish Weapons in the Rwandan-Congolese Conflict Raise Concerns
The ongoing conflict between the Democratic Republic of the Congo (DRC) and the Rwandan-backed M23 rebel group has raised concerns about the presence of Polish-made weapons in the region. Reports indicate that GROT rifles, manufactured by Polska Grupa Zbrojeniowa and sold to Rwanda through contracts signed in 2022 and 2023, have been used by Rwandan forces and the M23 movement. The escalating conflict and the potential proliferation of these weapons to non-state actors, such as the Islamic State in Central Africa (ISCAP), pose a significant risk to regional stability. This situation also exposes Poland to potential disinformation campaigns aimed at portraying the country as a destabilizing force.
Combating Russian Disinformation in the Lead-Up to Presidential Elections
The Polish government’s "Election Umbrella" initiative is a direct response to the escalating threat of Russian disinformation campaigns aimed at influencing the upcoming presidential elections. The Minister of Digitalisation highlighted a significant increase in reported disinformation incidents in 2024 compared to 2023, emphasizing Poland’s vulnerability to such attacks. Russia’s tactics are expected to include propaganda narratives, cyberattacks, and the use of AI-generated deepfakes to sow discord and undermine public trust. The government is particularly concerned about disinformation campaigns aimed at creating divisions within Polish society and between Poland and its allies, including NATO, the EU, the USA, and Ukraine. The Interior Minister emphasized the increasing frequency and sophistication of these attacks, underscoring the need for robust countermeasures.
