Combating Misinformation: A Dual Approach of Legislation and Reliable News Access

Singapore’s Multi-Pronged Approach to Combatting Misinformation

Singapore remains steadfast in its commitment to combating misinformation, recognizing its potential to disrupt social cohesion and erode public trust. Minister for Digital Development and Information Josephine Teo emphasized the importance of a comprehensive strategy that goes beyond legal frameworks, focusing on strengthening the “infrastructure of fact” and empowering citizens to discern truth from falsehood. While laws like POFMA (Protection from Online Falsehoods and Manipulation Act) are essential tools for addressing online falsehoods, they are insufficient in isolation. The government recognizes the inherent limitations of corrections, which often fail to reach the same audience as the initial misinformation and struggle to compete with the rapid spread of online falsehoods.

The 2025 general election underscored the increasing sophistication of misinformation tactics, with the emergence of AI-generated deepfakes presenting new challenges. The compressed election timeline further amplified these risks, necessitating swift action and clear guidelines. The Elections (Integrity of Online Advertising) (Amendment) Act, or ELIONA, introduced in 2024, proved to be a valuable addition to the legislative arsenal, requiring candidates to verify the authenticity of online content featuring them. While neither POFMA nor ELIONA were invoked during the 2025 election, their presence served as a deterrent and emphasized the importance of responsible online behavior.

A cornerstone of Singapore’s approach is its robust public service media, which serves as a trusted source of information for citizens. With high levels of public trust in outlets like The Straits Times and CNA, significantly exceeding the global average, these institutions play a critical role in anchoring the nation’s information ecosystem. The government’s continuous support for these media outlets underscores their importance in providing accurate and reliable news amidst a deluge of misinformation. This support involves investments in talent development, technological advancements, and innovative content creation to maintain relevance and reach diverse audiences.

The rapid evolution of the media landscape necessitates continuous adaptation and innovation. Public service media must invest in new capabilities, adopt modern processes, and develop engaging products to keep pace with technological advancements and changing audience preferences. Examples of such initiatives include SPH Media’s Studio+65, a multimedia facility enabling virtual production and digital storytelling, and Mediacorp’s integration of AI for automated translation and subtitling. These investments demonstrate a commitment to enhancing the quality and accessibility of information for the public.

Beyond technological advancements, the focus remains on cultivating quality journalism and insightful reporting. Minister Teo lauded journalists for their unwavering commitment to excellence, particularly highlighting individuals like ST senior correspondent Stephanie Yeo, whose award-winning work on women’s health exemplifies the power of in-depth reporting to raise awareness and inform public discourse. The government recognizes the crucial role played by journalists in upholding truth and trust in Singapore’s information space, contributing to a more informed citizenry and a stronger nation.

Ultimately, Singapore’s strategy recognizes the shared responsibility in safeguarding the information landscape. While the government plays a crucial role in enacting and enforcing legislation, and supporting public service media, the long-term success hinges on fostering a discerning and engaged citizenry. By promoting media literacy and critical thinking skills, Singapore aims to empower individuals to navigate the complexities of the digital age and make informed decisions based on credible information. This multi-faceted approach combines legal frameworks, support for trusted media sources, and public education to create a resilient information ecosystem where truth prevails and public trust is anchored in an informed and engaged populace.
