Combating Misinformation: A Dual Approach of Legal Frameworks and Reliable News Access

Singapore’s Multi-Layered Defense Against Misinformation: Beyond Legislation to Ecosystem Resilience

Singapore’s approach to combating misinformation during elections goes beyond simply enacting laws against fake news and manipulated content. While legislation like POFMA (Protection from Online Falsehoods and Manipulation Act) and ELIONA (Elections (Integrity of Online Advertising) (Amendment) Act) plays a crucial role, Minister for Digital Development and Information Josephine Teo emphasizes the importance of building a resilient information ecosystem where truth can prevail and public trust is anchored in an informed citizenry. This approach recognizes that laws alone are insufficient to counter the pervasive and evolving nature of misinformation, particularly in an open and diverse society like Singapore.

The need for a comprehensive strategy was highlighted during recent elections. The 2020 General Election saw false narratives surrounding population figures and COVID-19 testing, while the 2023 Presidential Election faced false claims about government surveillance of voting choices. While POFMA can address some falsehoods by requiring correction notices, it doesn’t eliminate the original misinformation, and the rapid spread of lies often outpaces the truth. The compressed timeline of the 2025 General Election, with only nine days of campaigning, further intensified the challenge, necessitating clear guidelines on permitted content and accountability for validation.

The introduction of ELIONA in late 2024 added another layer of defense against manipulated content, particularly targeting deepfakes, a growing threat amplified by AI technology. ELIONA requires candidates to declare the authenticity of content featuring them, with penalties including voiding election results for false declarations. While neither POFMA nor ELIONA was invoked during GE2025, their presence served as a deterrent and signaled the government’s commitment to maintaining the integrity of the electoral process.

Central to Singapore’s strategy is the continued support of public service media. Trusted news sources play a vital role in providing accurate information and countering misinformation. The high levels of trust enjoyed by The Straits Times and CNA, as highlighted by the Reuters Digital News Report, demonstrate the success of this approach. This contrasts sharply with the declining global trust in media, underscoring the value of a robust and credible public service media landscape.

Maintaining this trust requires ongoing investment in talent, technology, and innovative storytelling. News outlets must adapt to evolving audience preferences and technological advancements. Minister Teo highlighted examples like SPH Media’s Studio+65, a multimedia facility enabling advanced content creation, and Mediacorp’s integration of AI for translation and subtitling. These initiatives demonstrate the commitment to continuous improvement and adaptation in the face of changing media consumption habits.

Beyond technological advancements, quality journalism remains paramount. Investing in journalistic talent, fostering insightful reporting, and embracing innovative storytelling approaches are essential for maintaining credibility and engaging audiences. Minister Teo praised award-winning journalists like Stephanie Yeo, whose impactful reporting on women’s health exemplifies the power of impactful journalism to inform and empower the public. This commitment to quality content distinguishes reputable news sources from the deluge of misinformation online.

The success of Singapore’s approach is a testament to the long-term commitment to building a resilient information ecosystem. It recognizes that combating misinformation is not just a matter of legislation but a multifaceted endeavor requiring a continuous evolution of strategies, investment in public service media, and the cultivation of a discerning citizenry. By prioritizing these elements, Singapore aims to create an environment where truth prevails, and public trust is firmly anchored in credible information sources, safeguarding against the corrosive effects of misinformation. This proactive and comprehensive approach stands as a model for other nations grappling with similar challenges in the digital age.
