Content moderation, including takedowns of harmful content and bans for repeat offenders, is an essential tool in this arsenal. However, current trends among major social media platforms towards loosening moderation standards are deeply concerning and run counter to the imperative to combat disinformation. In the United States, for example, polling data reveals a concerning level of trust in foreign adversaries over domestic political figures, a phenomenon unthinkable during the Cold War era. This vulnerability extends beyond the US, as evidenced by the successful infiltration of pro-Hamas and pro-Hezbollah narratives on college campuses. These trends underscore the urgent need for a comprehensive, whole-of-society approach to combating disinformation.

The stakes are high. Failure to effectively counter disinformation campaigns poses significant risks to strategic competition and the future of democratic societies. By adopting a counterinsurgency framework, focusing on both disrupting the spread of disinformation and building societal resilience, we can effectively defend against this insidious threat and protect the integrity of our information ecosystem.
