The Disinformation Deluge and the Fight for Truth in the Philippines

The arrest of former Philippine President Rodrigo Duterte on charges of crimes against humanity has triggered a predictable yet alarming surge of disinformation. This sophisticated network of misinformation, often mislabeled as "fake news," has once again unleashed its toxic content, attempting to manipulate public perception and distort the narrative surrounding the accusations. This orchestrated campaign underscores the urgent need to combat disinformation and uphold the principles of truth and accountability.

The term "fake news," while commonly used, is a misnomer. Legitimate news, adhering to journalistic standards, is grounded in verified information. The term’s widespread adoption, particularly during Philippine elections, highlights its manipulative power, serving as a tool for political gain and often obscuring genuine public discourse. Disinformation, in its various forms – false, inaccurate, or misleading information – is strategically designed, presented, and promoted to advance the interests of those in power, often at the expense of truth and transparency.

In response to this pervasive threat, the Philippine media and activist organizations have mobilized to counter the spread of disinformation. Diosa Labiste, Dean of the UP College of Media and Communication, identifies two distinct traditions of fact-checking: journalism and activism. Journalist fact-checking, rooted in media practices, adheres to established methodologies and neutral language, often collaborating with social media platforms. Activist fact-checking, on the other hand, is driven by social justice norms, employing simpler techniques and embracing a non-neutral stance as part of a counter-discourse strategy.

Bulatlat, an alternative media organization, has adopted its own brand of fact-checking, termed "Reality Check." While maintaining journalistic verification standards, Bulatlat’s approach leans towards the activist tradition. Their fact-checking, aligned with their alternative media mission, prioritizes amplifying the voices of marginalized and oppressed sectors, recognizing these voices as primary sources of truth and lived experience. This approach acknowledges that facts alone are insufficient without the context and material conditions surrounding an issue.

The genesis of Bulatlat’s Reality Check initiative stemmed from a media and information literacy workshop conducted with workers in Southern Tagalog. The workers’ ability to effectively fact-check using their own lived experiences, exposing empty promises and inadequate wages, inspired Bulatlat to disseminate this grounded approach to a wider audience. This emphasis on lived realities underscores the importance of bringing marginalized voices to the forefront, enriching the public discourse with authentic perspectives often overlooked by mainstream narratives.

To expand its reach and impact, Bulatlat has embraced digital platforms, utilizing vertical videos and the Filipino language to disseminate its Reality Check content on social media platforms like TikTok and YouTube. This strategic use of digital tools reflects a commitment to accessibility and inclusivity, ensuring that the fight against disinformation reaches diverse audiences and empowers individuals to critically evaluate the information they encounter. By engaging with and disseminating Bulatlat’s Reality Checks, individuals can contribute to the collective effort to uncover the truth and counter the manipulative influence of disinformation.
