EU Disinformation Report: Tech Giants Falling Short in Fight Against Fake News

A comprehensive new report by the European Digital Media Observatory (EDMO) reveals a stark disparity between the commitments made by major tech platforms like Google, Meta, Microsoft, and TikTok to combat disinformation and their actual implementation. Covering the first half of 2024, the study scrutinized the companies’ adherence to the eight core commitments outlined in the EU’s Code of Practice on Disinformation, a voluntary framework soon to be integrated into the legally binding Digital Services Act (DSA). The findings paint a concerning picture of inadequate transparency, limited independent oversight, and a lack of measurable outcomes, raising serious doubts about the effectiveness of current efforts to tackle the spread of misinformation online.

The EDMO report highlights a "clear gap" between the lofty pledges made by these tech giants and the verifiable evidence supporting their execution. This discrepancy risks rendering the Code of Practice a mere performative exercise, failing to achieve its intended impact. The core commitments, which encompass crucial aspects like avoiding advertisements adjacent to disinformation, effectively labeling misleading content, and providing researchers with access to platform data, are seemingly not being translated into concrete action. Features like Google and Meta’s political ad and fact-checking labels, as well as Microsoft’s "Content Integrity Tools," remain difficult to access and evaluate. Initiatives like Meta’s "We Think Digital," Microsoft’s partnership with NewsGuard, and Google’s pre-bunking efforts through "More About This Page" are labeled as "high-level" projects devoid of measurable data. This absence of concrete metrics casts doubt on their genuine impact, raising concerns that they may be mere "declarative gestures" rather than substantive efforts. The report underscores the need for quantifiable data to demonstrate the effectiveness of these initiatives in promoting critical thinking and media literacy among users.

Similar concerns arise regarding the implementation of fact-checking mechanisms. While Meta, Google, and TikTok employ fact-checking panels, user prompts, notifications, and labels to identify potentially misleading information, the companies fail to provide real-world data on their performance. Google, for instance, reports "large-scale reach figures" for its fact-checking panels but omits crucial information on how user behavior changes after exposure to these fact-checks. This lack of data makes it impossible to determine whether these interventions are successfully altering user perceptions and reducing the spread of disinformation.

The report also examines the crucial aspect of data access for researchers studying disinformation on these platforms. While TikTok received a passing grade in this area, researchers still reported difficulties accessing data through the platform’s Research API due to an "opaque application process." Other platforms offer access to “certain datasets” through researcher programs, but access remains “highly restricted.” The EDMO emphasizes the importance of open and transparent data access for researchers to effectively study and understand the spread of disinformation, ultimately contributing to the development of more effective countermeasures.

The EDMO’s analysis is based on a multifaceted approach, incorporating the platforms’ bi-annual transparency reports, an expert survey, and the organization’s own internal research. The report’s findings underscore the urgent need for greater transparency, more robust data sharing, and a stronger commitment to measurable outcomes from these tech giants. As the DSA comes into effect, these platforms will face increased legal pressure to demonstrate tangible progress in combating disinformation.
