Armenia Rejects Azerbaijani Accusations of Border Fire, Calls for Joint Investigation Mechanism

YEREVAN, Armenia – Tensions continue to simmer between Armenia and Azerbaijan following accusations by the Azerbaijani Ministry of Defence (MoD) that Armenian forces initiated cross-border fire on the night of April 11th. The Armenian MoD has categorically denied these allegations, labelling them as "inconsistent with reality" and calling for a collaborative approach to investigate such incidents. This latest exchange underscores the fragility of the ceasefire between the two nations and highlights the urgent need for a verifiable mechanism to address border skirmishes and prevent escalation.

The Azerbaijani MoD claimed that Armenian units targeted their positions in the eastern and southeastern sectors of the border between 8:10 PM and 11:15 PM on April 11th. However, the Armenian MoD has refuted these claims, stating that no such fire originated from their side. This discrepancy in reporting further emphasizes the necessity of an independent investigative body that can objectively assess the facts on the ground and determine the source of any alleged violations. The absence of such a mechanism allows for conflicting narratives to persist, hindering the path towards a sustainable peace.

Armenia has consistently advocated for the creation of a joint mechanism to investigate ceasefire violations and related reports. The Armenian Prime Minister’s office formally proposed this initiative, aiming to establish a transparent and credible process for addressing border incidents. This mechanism would involve both Armenian and Azerbaijani representatives, facilitating joint fact-finding missions and promoting mutual accountability. The lack of a response from Azerbaijan to this proposal is a matter of serious concern, further exacerbating the lack of trust between the two countries and hindering efforts to de-escalate tensions.

The Armenian MoD has reiterated its commitment to transparency and accountability, emphasizing its willingness to investigate the Azerbaijani claims if supporting evidence is provided. This openness to scrutiny stands in contrast to the perceived reluctance of Azerbaijan to engage in a joint investigative process. Armenia’s position underscores its commitment to finding a peaceful resolution to the ongoing conflict and preventing further escalation. The absence of a response from Azerbaijan, however, raises questions about their commitment to resolving these issues through dialogue and cooperation. The international community should urge both sides to engage in constructive dialogue and establish a mechanism for investigating ceasefire violations.

The ongoing tensions between Armenia and Azerbaijan highlight the volatile nature of the region and the urgent need for a lasting peaceful solution. The establishment of a joint investigative mechanism is a crucial step towards building trust, promoting accountability, and preventing further escalation. The international community, particularly the OSCE Minsk Group co-chairs, should actively encourage Azerbaijan to respond positively to Armenia’s proposal and engage in constructive dialogue to resolve the ongoing dispute. A failure to address these issues effectively could have severe consequences for regional stability and security.

The international community has a crucial role to play in mediating this conflict and ensuring the establishment of mechanisms that promote transparency and accountability. The recurring border clashes between Armenia and Azerbaijan underscore the precarious nature of the ceasefire and the urgent need for a more robust framework to address violations and prevent escalation. The proposed joint investigative mechanism offers a tangible path towards building trust and fostering a more stable and secure environment in the region. The international community must exert greater pressure on both sides to embrace this opportunity and commit to a peaceful resolution of their differences. Only through dialogue, cooperation, and a commitment to accountability can lasting peace be achieved in the South Caucasus.
